URC is searching for an experienced Lead Technical Advisor and Capture Consultant to support global business development efforts during both the capture and live phases of proposal/application development, with availability for potential short-term assignments over the course of twelve months. Specific assignments under the umbrella consultancy will be administered under individual WOAs, not to exceed the level of effort specified in the umbrella consultancy agreement and within the umbrella performance period. URC is not obligated to issue any WOA under the umbrella agreement.RESPONSIBILITIES

The Consultant shall be engaged in activities related to leading or contributing to the development of the technical design for assigned opportunities. Illustrative tasks over the lifetime of the consultancy may include:Capture and Positioning Phase

Facilitate common understanding of the technical subject matter and help assess capabilities and competitiveness vis-a-vis the technical subject matter of URC proposals/applications and concept notes;Perform desk research to contribute to the proposal/application team's understanding of the country context, donor programming landscape, technical sector landscape, competitor landscape, and other relevant information that will feed into technical design and the proposal;Facilitate and/or contribute to technical design and win strategy sessions, including partnering sessions and other proposal/application-related meetings, as assigned;Work with the proposal team to outline key components of a technical strategy that aligns with the Client and host country government goals;Identify and integrate best practices and innovative approaches into the technical strategy within the context of the business opportunity, and ensure the technical strategy reflects the latest research and trends in the technical area and government's ability to address the needs and challenges;Offer expert advice on the technical area of the opportunity;Serve as/contribute to Lead Technical Advisor duties and capture efforts on a proposal/application, including helping the proposal/application team prepare for capture, traveling to countries to participate in capture trips as required, and engaging in post-capture tasks, such as capture trip debriefs;Other related tasks as specified in the WOA consistent with the nature of this consultancy.Live Proposal Development Phase

Review key capture and proposal documents and provide insights based on technical expertise and by providing additional evidence;Lead/contribute to the facilitation of technical design sessions, building upon existing work done during the capture phase and making adjustments as needed for responsiveness to the solicitation;Serve as Lead or Supporting Writer on a proposal, leading or contributing to the design and authoring of the overall technical approach section and other sections, working closely with the proposal team members, including writers of other sections of the proposal;Serve as Color Reviewer on proposal color reviews (e.g., Pink, Red, Executive/Gold Team);Incorporate Color Reviewer feedback into the proposal as appropriate;Review, edit, and/or provide written feedback on proposal drafts;Other related tasks as specified in the WOA consistent with the nature of this consultancy.Deliverables

Deliverables will be further defined in WOAs. Illustrative deliverables over the lifetime of the consultancy may include:Detailed contacts list of relevant organizations and individuals (including name, title, email address, status notes) from capture;Assigned sections of the Capture Report (e.g., Desk Research, Results Framework, Win Themes, Theory of Change, and Strategic Approach);Capture Trip Debrief PowerPoint and participation in presentation to select senior leadership and proposal team members;Written responses to targeted technical and operational questions from the Proposal Lead and/or the Proposal Manager;Written technical approach or other sections of URC proposals and/or concept notes as assigned;Written feedback on proposal drafts using Microsoft Word's comment bubbles function and/or track changes;Bi-weekly or monthly submission of LOE expended under various WOAs.KNOWLEDGE, SKILLS, AND ABILITIES

Technical expertise in one or more URC core technical areas: family planning; reproductive, maternal, newborn, child, and adolescent health; infectious diseases; global health security; quality improvement; implementation science, research, and/or evaluation;Proven track records of outstanding past performance in the areas specified in the scope of service and the URC core technical areas;Proven ability to think strategically and contribute substantially to URC business development efforts in a technical role;Ability to work with people of different cultural backgrounds and to work collaboratively across the organization's divisions and units;Strong work ethic and ability to work under pressure;Demonstrate no conflict of interest (apparent or actual) in the potential business opportunities URC is planning to utilize the consultant's service in;The consultant shall be required to sign a nondisclosure agreement (NDA) and a conflict of interest certification upon signing the umbrella consultancy agreement.MINIMUM QUALIFICATIONS

The following represents the minimum qualifications that will be used in the evaluation. However, URC may waive some of these requirements if the overall qualifications of the candidate presents the best selection in URC's assessment.Education: Graduate degree in public health or related field;At least fifteen (15) years of experience as a Technical Advisor, Project Director, and/or Program Manager with U.S. Government development agencies or other internationally-funded programs, NGOs, and/or other implementing partners, including thought leadership and management of technical staff;Proven experience leading and participating in the development of proposals. Understanding of USAID acquisition and assistance policies and procedures;Ability to incorporate evidence-based approaches and interventions into program implementation and new business development;Excellent oral presentation and technical writing skills.Please provide your proposed consultancy rate within your application.Only shortlisted candidates will be contacted
