Winrock International is seeking a Senior New Business Consultant to work with the Human Rights, Education & Empowerment (HREE) division team and its technical units. The Consultant will provide essential surge capacity to address short and medium term needs around critical business development functions including proposal leadership, leading design sessions, working with teams to develop business development strategy and other proposal related support as needed.

The period of the consultancy shall be one year with the option for Winrock and consultant to mutually agree to extend the services for an additional two years based on continued need and available funding. Estimated support will be 45 days over the agreement term. The consultant will be mobilized by the AVP, HREE for a period to be agreed upon at the time based on the scope of the assignment and consultant's availability.

Illustrative Duties:

New Business Development

Support HREE new business proposal strategy to align with USAID priorities, including technical approach, staffing, partnerships, and budget considerations.

Coordinate and collaborate with internal teams (e.g., technical experts, finance, operations) and external partners to gather inputs, refine concepts, and ensure consistency and coherence across all sections of the proposal.

Capture and proposal activities including advising on strategic engagement with counterparts, partnerships, results framework development, technical writing for specific sections, and reviews during internal milestones (pink and red team).

Lead the drafting of key proposal sections, including the technical approach, management plan, monitoring and evaluation framework, staffing plan, and budget narrative.

Development through proposal and capture activities as technical advisor, contributor, or reviewer; working closely with the AVP, HREE to ensure the delivery of quality proposals.

Identify and engage with potential local and international partners, including subcontractors and consortium members. Negotiate roles and responsibilities, and secure commitment letters as needed.

Option for delivery of trainings and information sessions on USAID procurement and budgeting processes, to be determined based on needs and availability.

Deliverables:

Proposal Strategy Document: Outline of the proposal strategy, including technical approach, staffing, and budget considerations.

Draft Proposals: Initial and revised drafts of the proposal, including all required sections.

Final Proposal: A complete, compliant, and competitive proposal submitted to USAID by the designated deadline.

Post-Submission Report: A report summarizing the proposal process, including lessons learned and recommendations for improvement.
