Salary: $15.22 HourlyLocation : Tyler, TXJob Type: Regular Full-timeJob Number: 994882 and 994890Department: Stormwater ManagementOpening Date: 07/31/2024Purpose Of Position The purpose of this position is to be responsible for the safe and efficient operation of stormwater system inspections, maintenance, and repairs, as well as equipment and light and heavy vehicles on assigned projects or activities of a public works nature. The position requires manual labor, completed alone or as part of a crew. You will perform various manual tasks and activities, i.e., inspections that will include storm drain inlets, yard inlets, pipes, ditches, concrete channels, and streams. Clean and service equipment, vehicles, tools, and work area. Observe and follow safety procedures and precautions at work sites. Report to work during all significant weather events or random incidents. This position is designated among essential personnel and reports during significant weather events or random incidents. -Direct Supervisor: Crew Leader and Foreman Essential Functions Operates/utilizes various equipment or tools associated with activities, including a truck, mini excavator, stormwater monitors, diagnostic instruments, camera, manhole cover puller, measuring devices, hand tools, chainsaw, edger, brush blades, and cement. Assist with stormwater system inspections and repairs, including inspecting storm drain structures, piping, and ditches; install drainage pipes; clean and maintain creeks and channels; will have to crawl through pipes in confined spaces. Assist with grounds maintenance, including removing leaves, weeds, and debris from storm drains, drainage ditches, and catch basins; remove litter and debris from roadway curbs, shoulders, medians, sidewalks, and other city right-of-way; clear weeds and brush; and collect trash and litter. Maintains a safe work area, including; placing and removing cones, barricades, warning devices, and/or directing traffic at work sites to ensure the safety of work crew and public; cleans up work sites upon completion of the job; picks up all tools and equipment; secures the job site if returning later; washes vehicles and equipment as needed; cleans up shop areas; maintains tools and equipment in safe and operable conditions; safe use, mix, and dilute all chemicals according to direction labels; and when operating motor vehicles, observe safe driving principles and practices. OTHER JOB FUNCTIONS:Remains competent and current through self-directed professional reading, attending professional development courses, and attending training and/or classes as directed. Performs other duties and functions as assigned, required, directed, necessary, readily apparent, or related to other duties and responsibilities. KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of materials, methods, and tools involved in the maintenance and repair of stormwater systems. Knowledge of how to safely operate, but not limited to gas-powered jackhammers, tampers, saws, backhoes, grade all, 1- or 2-ton trucks, mini and large excavators, off-road vehicles, industrial mowers, skid steers, chain saws, or woodchippers.Ability to adhere to the personal protective equipment (PPE) policy and maintain individually provided PPE in a functional condition. All uniforms and PPE should be clean and equipped when scheduled to work. Attend shifts in accordance with company policy. This position is subject to responding to emergencies after normal working hours. Occasional overtime is required. Ability to be flexible with last-minute schedule changes, location changes, and shift time changes. Establish and maintain effective working relationships with City employees and officials, representatives of outside agencies, and the general public. Communicate effectively through both verbal and written means, including conveying and following instructions and providing information to the public. Knowledge and adherence to all applicable State and Federal laws, local ordinances, City and Departmental policies, procedures, rules, and regulations. Knowledge and adherence to the Texas Motor Vehicle Code and other codes, laws, and statutes relating to the given position. Hands-on experience with Microsoft Suite, Database management, and web applications.Endeavors to continuously improve the services provided to the citizens of Tyler. Physical characteristics: The job requires to be able to twist and kneel for up to 6 hours daily: bend, turn, climb, crouch, and crawl up to 2 hours daily; stoop for up to 3 hours daily; walk, sit, and stand up to 4 hours daily; grasp objects up to 8 hours daily, lift and carry up to 80-lbs., push or pull up to 20-lbs., grasp up to 8-hours. May be exposed to vehicular traffic and must follow all maintenance of traffic (MOT) procedures. Environmental factors: This is an essential department. All staff will be called to SERVE during storms, catastrophes, emergencies, or as otherwise needed. The physical ability to work under temperature extremes and for extended hours of time. Working within confined spaces can be necessary for some tasks. Working in the proximity of light and heavy machinery. Minimum Qualifications Education and Experience: Must be able to operate a one-ton flatbed truck or chainsaw and perform a large amount of construction work under bridges, pipes, brick, general construction, etc. Must have a valid Texas Class "C" Driver's License and good driving record throughout employment. High School diploma or GED preferred. One (1) year of experience in manual labor is preferred. Experience in concrete and drainage maintenance repair is preferred. Texas Class "B" Commercial Driver's License with air brake endorsement preferred. Any equivalent combination of education, experience, or training that has prepared the incumbent to perform the position's essential duties.
