Overview:
SUMMARYArcticom. LLC, a subsidiary of Bering Straits Native Corporation is currently seeking a Specialized Subject Matter Expert in the areas of Financial Improvement and Audit Readiness (FIAR) and Federal Information System Controls Audit Manual (FISCAM) as well as other laws, regulations and policies (LRPs) applicable to the financial processes of the of the United States Air Force (USAF) Maintenance, Repair, and Overhaul Initiative (MROi) program.Responsibilities:ESSENTIAL DUTIES & RESPONSIBILITIESThe Essential Duties and Responsibilities are intended to present a descriptive list of the range of duties performed for this position and are not intended to reflect all duties performed within the job. Other duties may be assigned.Develop and support an integrated systems compliance assessment strategyIdentify gaps and potential impacts on internal controls and corresponding financial reportingDevelop and coordinate updates to checklists, instructions, templates to accommodate changes from LRPsInvestigate auditor observations and/or findings, recommend solutions, and coordinate program responsesAssist in development or review of system compliance documentation requirements to ensure implementation efficacy and audit readinessAnswer financial LRP compliance related questions, prepare financial and information privacy position papers, and support the MRO PMO with presentations addressing financial compliance issuesPrepare reports and facilitate Financial Compliance meetings in the MRO PMO with respect to the Standard Financial Information Structure (SFIS), the Standard Line of Accounting (SLOA), the Financial Improvement and Audit Review (FIAR), and the Federal Information System Controls and Audit Manual (FISCAM) compliance actions and approachesApplying subject expertise in evaluating business operations and processesConsult across business operations, providing mentorship, and contributing specialized knowledgeDocument processes and disseminate information to all relevant stakeholders

Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Required (Minimum) Qualifications20+ years of experience specialized to FIAR/FISCAM practices, compliance, policy, and leadershipExperience with Oracle FinancialsExpertise in financial management including; general ledger, accounts payable, accounts receivable, cash management, and reporting5+ years of software life cycle testing experienceBachelors college degree preferredMust be US Citizen?Must have or be able to attain a DoD security clearanceKnowledge, Skills and AbilitiesExperience with MRO IT system(s) and or technology(ies) to the specific MRO software, hardware, network and Cybersecurity design.Specialized knowledge and experience advising about laws, regulations and policies that impact the MRO program.Advanced understanding of business analysis techniques and processes.Proven work experience as a FIAR/FISCAM lead.Previous project management experience is advantageous.Ability to identify, analyze, and translate complex information; make appropriate judgements and evaluate options.Excellent problem-solving, communication, organization, analytical and interpersonal skillsMust be able to work and collaborate in group environmentsUnderstanding of Oracle E-Business Financial Suite, Oracle R12, Oracle 11i: Procure to Pay, Accounts Receivable, General Ledger, Inventory, cash management and Sub-Ledger AccountingHigh initiative, self-motivation and drive to exceed expectationsAbility to adapt quickly to an existing, complex environmentAbility to quickly learn new concepts and software as requiredExcellent analytic and problem solving skillsDeadline focused, detail oriented, well organized and self-motivatedAbility to juggle multiple projects simultaneously and manage time efficientlyPreferredDAF WCF financial accounting processes and supporting systems experienceOracle cMRO, Projects, and/or Financials implementation experienceAgile development experienceNECESSARY PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
