Primary Duties:

Direct the daily administration of human resources (HR) and payroll processing for the Department of Medicine (DOM). Serve as a liaison between unit and Payroll & Human Resources and partner with them on campus-wide initiatives.

Oversee the bi-weekly UMB payroll process to include reconciling the cost center report, preparing & processing payroll adjustment forms & EPAF's, ensuring accuracy of payments to employees, processing leave payouts and timely hire and termination paperwork.

Oversee clinical practice plan payroll using ADP including processing regular bi-weekly payments, moonlighting payments and quarterly incentives. Work with external vendor to ensure proper reporting of pension contributions, quarterly payroll tax filings and issuing annual W2's.

Oversight of practice pension plan to include monthly pension contributions, Form 5500 filing, annual audit, minimum participant distribution maintenance, performance monitoring and analysis, monthly contribution/distribution reports download, summary annual report and TIAA disclosure report mailings and monitor of minimum balances for distribution for terminated employees.

Oversight of the DOM practice plan staff payroll with FPI including bi-weekly timesheet approvals to ensure accuracy of paychecks, hiring process and employee action changes.

Maintain database of all DOM employees including but not limited to hire & term dates, salary history, titles, and financial division.

Maintain salary information for all faculty including all salary sources and ensuring salary components do not exceed approved paid salary. Preparing and submitting documents to SOM of changes in TAS and paid salary related to VA and practice plan payroll adjustments.

Monitor all faculty salary components (salary, moonlighting, & bonuses) to ensure payments do not exceed TAS. Prepare all documents to obtain approval for bonuses or moonlighting that exceeds TAS and submit to both SOM and FPI.

Review electronic funding profiles (EFP's) for all DOM UMB employees. Monitor sources and identify changes that impact overall DOM financials. Reconcile spending on Dean's General Funds and adjust EFP's as needed. Train all division directors on the EFP process and assist divisions with EFP calculations.

Provide support and ensure deadlines are met for processing of University timesheets. Serve as a timesheet approver when primary approvers are unavailable.

Serve as a resource for Division Administrators, faculty and staff related to compensation and benefits.

Represent the DOM by participating in various meetings related to HR and payroll. Serve as a subject matter expert in processing payroll and HR for a clinical department.

Assist with payroll data for budgets, EFP's and quarterly reconciliation of actuals.

Process quarterly payments to reimburse UMMC for grant funded fellows.

Monitor and assign University parking allocations for staff and faculty. This includes parking that the department pays for monthly outside of the University allocations.

Oversee life and disability process including adding and deleting qualified faculty participants, reviewing monthly invoices, and providing appropriate cost center to accounting group for recognition of expense in DOM financial statements.

Provide quarterly details of faculty practice plan payroll to SPAC Effort Team to include in the quarterly effort reports ensuring all components of IBS are reporting accurately.

Assist with annual DOM budget preparation related to salaries for faculty and staff. Assist with reviews of variances of budgeted salaries vs current paid salaries.

Formulate, frame, and implement department policies and/or services by establishing standards and procedures to support the unit's strategic goals.

Measure results against standards by making necessary adjustments. Implement campus policies, procedures, and programs, and accountable for compliance.

Collaborate with senior leadership in defining long-term goals in support of the University's strategic plans and core values and developing and directing the long- and short-term planning to meet business objectives.

Resolve problems in matters of significance requiring identification and analysis of complex variables pertaining to multiple units or to the University.

Respond to inquiries with accurate and policy supported information. Collaborate with appropriate resources when unable to find factual support for answers.

Design, maintain, and implement department policies and/or services by establishing standards and procedures; measuring results against standards; making necessary adjustments. Implement campus policies, procedures, and programs, and accountable for compliance. Delegate responsibility for records and payroll for the department. Assist senior management with statistical analyses and reporting; serve as an advisor on business matters and represent the department as needed.

Partner with Human Resources and with leadership to maintain the unit's objectives and to deliver quality service.

Direct the human resources oversight for the department/unit or school. Supervise assigned staff within the framework of the organization's overall plan.

Responsible for recruiting, selecting, evaluating, and training staff; planning, monitoring, and appraising job results. Work with Human Resource Services in the handling of employee relations/labor issues, including performance management, counseling, disciplinary actions, grievance resolution, layoffs, and terminations. Function as the senior authority to a unit or School in any combination of Human Resource and Payroll, including Benefits, Compensation, Labor and Employee Relations, and Staffing & Career Services for faculty and/or staff. Manage various functions and guide the staff and faculty members within the School. Partner with central Human Resource administrators and with leadership to maintain the objectives, to recommend strategic direction, and to deliver quality service.

Direct staff and provide leadership to achieve goals and vision of the unit or school and the day-to-day operations and responsible for hiring and retaining staff, career coaching, professional development and accountable for the performance of employees. Create a cohesive work team that works collaboratively to achieve unit's goals. Oversee the recruitment, performance, and training of team members and continually review strengths and weaknesses of staff to maintain a well-trained, highly involved, and motivated team. Handle complaints, resolve conflicts, and active in the grievance process.

Qualifications

Education:

Bachelor's degree in business administration, public administration, finance, accounting, human resources, or other related field.

Experience:

Six (6) years of related experience in human resources and business, budget, or financial operations.

Supervisory Experience:

Three (3) years of direct management responsibilities that involve personnel recruitment, training, and professional development related to position required.

Hiring Range: $104,000 - $120,000 (Commensurate with education and experience)
