is currently seeking a

Payroll Manager.

This position is responsible for performing significant managerial functions within their area of responsibility, leveraging subject matter expertise in a professional discipline. The Payroll Manager develops, implements, and manages goals and objectives, participates in strategic planning, and determines and enforces processes, practices, and policies. This position manages operations, workflow, projects, and systems that have strategic impact and is accountable for operational and financial resources, as well as legal and policy compliance.

PRIMARY DUTIES

Manage the overall University of Maryland, Baltimore (UMB) payroll functions. Oversee the centralized processing of payroll and financial accounting system transactions for UMB. Review, revise, and implement payroll policies and procedures, maintain internal controls, perform system review and upgrades. Reconcile payroll related general ledger accounts. Supervise payroll staff. Serve as liaison between UMB and the University System of Maryland.

Direct the University's payroll accounting functions including the development and maintenance of planning and systems, analysis and interpretation of trends requiring management's attention, and presentation of findings and specific recommendations. Maintain and update payroll information, forms, payroll calendars and schedules, payroll calculation tables, foreign national employee and independent contractor information, and campus payroll contact list at the university central payroll website. Meet tight payroll deadlines including year-end closing, payroll processing during holidays, and paycheck distribution.

Direct preparation and distribution of accurate payroll statements and timely month-end, quarterly, and year-end close reports and financial information.

Ensure payroll reconciliations are completed timely and accurately. Prepare and provide payroll reports and confidential information to Directors, Vice Presidents, and senior management.

Manage ongoing functional processes and controls, assessing needs and facilitating improvements. Develop metrics and perform quality assurance reviews to ensure the accuracy of daily ledger postings.

Participates in system upgrades, system enhancements, as well as system testing to ensure applications reach desirable results.

Develop and direct internal controls by ensuring compliance with University payroll policies and procedures regarding internal, business, fiscal and operational accountability and compliance. Develop, implement, and coordinate policies and procedures. Develop and adhere to segregation of duties among payroll staff.

Develop end-user system training manual related to payroll and commitment accounting.

Manage functional personnel in alignment with department and campus-wide goals/objectives in order to promote maximum staff member benefit and effectiveness as well as overall functional productivity.

Develops the payroll team and ensures quality customer service, and efficient processing of payroll.

Develop critical financial path and project activities. Manage complex matters and resolve issues.

Demonstrate in-depth knowledge of federal and state laws and regulations. Manage tax treaty compliance for foreign national employees, students, and independent contractors. Research and interpret the IRS tax code.

Develop, revise, and implement payroll related and foreign national independent contractor policies and procedures.

Maintain working relationships with the campus schools and departments, the campus technical team, Sponsored Projects Accounting & Compliance, Human Resource staff, auditors, campus administrators, and external agencies.

Disseminate information to the campus schools and departments on deadlines, important payroll events, and tax updates. Facilitate campus wide payroll meetings. Serve as University payroll liaison with the University Systems of Maryland, and as a campus-wide resource for management information on payroll services.

Performs other duties as assigned.

MINIMUM QUALIFICATIONSEducation : Bachelors in Accounting, Finance, or Business Administration. Master's preferred.Experience : Six (6) years of in-house payroll accounting management is required. Experience in a large research university or government setting and experience with PeopleSoft and Oracle Cloud Financials is preferred.Supervisory Experience : Three (3) year of direct management involved in recruitment, training, and professional development of staff.Certification/Licensure : Certified Payroll Professional (CPP) or Certified Public Accountant (CPA) certification preferred.Other : Designated as an essential employee who may be required to work on non-business days or outside of normal business hours in order to ensure the continuity of operations for payroll services.

Salary Range: $108,000 - $121,969 (Commensurate with education and experience)
