This opportunity is contingent on contract award, which is expected to be confirmed September 2024.OPPORTUNITYEnvironmental Incentives is currently accepting expressions of interest from qualified candidates for the Operations and Finance Director position on the anticipated USAID Local, Faith and Transformative Partnerships (LFT) Hub opportunity. The Operations and Finance Director will work closely with the Chief of Party to oversee all financial management, operations, and administration functions of the activity.The anticipated USAID Local, Faith and Transformative Partnerships (LFT) Hub activity seeks to achieve the following project objectives:Objective 1: Identify, support, and convene local and regional organizations and individual actors within local systems;Objective 2: Support and advise Missions and OUs on award implementation for new, nontraditional, and local partners;Objective 3: Advance monitoring, evaluation and learning for equitable partnerships across USAID Missions and OUs.ABOUT ENVIRONMENTAL INCENTIVESAt EI our purpose is to create the conditions for human and natural communities to thrive. Our remote staff and consultants are based in multiple states within the United States, and across five continents.ONGOING RESPONSIBILITIESOperations ManagementManage the day-to-day operations of the project, ensuring smooth and efficient processes.Implement and enforce operational policies, procedures, and guidelines.Develop and execute operational plans that align with project goals and timelines.Supervise and support project staff, including recruitment, training, and performance evaluation.Identify operational risks and develop mitigation strategies.Coordinate with other project teams, stakeholders, and partners to ensure integrated project delivery.Financial ManagementOversee all aspects of program financial management and operations, including financial and accounting systems implementation; bookkeeping; bank accounts; forecasting; budgeting; cash flow; procurement; expenditure tracking; and financial reporting.Prepare and submit accurate and timely financial reports to USAID and other stakeholders.Ensure compliance with USAID financial regulations and guidelines, as well as internal policies.Conduct financial analysis to inform decision-making and improve financial performance.Coordinate internal and external audits and ensure timely implementation of audit recommendations.Manage grant funds (if applicable), ensuring proper allocation and tracking of expenditures.Administrative FunctionsOversee the administrative functions, including procurement, logistics, and IT.Manage contracts with vendors, consultants, and service providers.Maintain accurate records and documentation for all operational and financial activities.Ensure logistical support for project activities, including travel arrangements and event planning.QUALIFICATIONSMinimum QualificationsBachelor's degree in business administration, finance, accounting, or related field with nine (9) years of relevant experience; or Master's degree in related field plus seven (7) years of relevant experience.Minimum of five (5) years of supervisory experience managing finance, accounting, operations, and administrative staff and teams.Experience managing operations and/or financial functions for USAID-funded projects, including familiarity with USAID rules, regulations, and compliance requirements.Experience in budgeting, financial analysis, financial reporting, and audit coordination.Demonstrated proficiency and experience in managing daily operations, including logistics, procurement, and office administration.Experience in financial management software and systems.Exceptional proficiency in written and spoken English.Preferred QualificationsDemonstrated experience managing compliance with federal regulations, including FAR, AIDAR, FAM, and FTR; GSA experience is a plus.Demonstrated experience implementing change management best practices.Knowledge, Skills, and AbilitiesProficiency in financial management software and systems, as well as Microsoft Office applications (Excel, Word, PowerPoint).Outstanding written and verbal communication skills.Problem-solving orientation and ability to manage dynamic workflows and priorities.Demonstrated ability to advance equity and inclusion in leading the work of teams.Knowledge of USAID programming, approaches, and policy.Additional RequirementsEligible for USAID facility access or security clearance.Legally authorized to work in the United States with no restrictions.Criminal background check required.BASE STATIONThis opportunity is a full-time position for five-year term. Environmental Incentives is implementing a hybrid work model in which employees are required to work in the office two days per week.COMPENSATION AND BENEFITSThe starting salary range for this position is
