for our projects funded by United States Agency for International Development (USAID). The Senior Program Manager will play a key role in providing insights and independently driving forward program management related functions and ensuring efficient, compliant management of the financial, operational, and administrative aspects of a large, complex project or multiple smaller contracts/subcontracts. The SPM executes and oversees professional management of budget, finance, staffing, contracting and subcontracting, reporting, and operations, resulting in the achievement of financial targets, happy clients, and project teams that have the right information at the right time to make informed decisions. The SPM efficiently draws on the expertise and engages EI's Contracts, HR, and Finance teams to address issues related to implementation of their project, teeing up problems and identifying and implementing solutions when necessary. This position will regularly work in the areas of contract compliance, financial management, and project start-up, implementation, and close-out.The candidate will also engage with EI's Program Management Unit Service Line to increase the project's effectiveness by drawing on company knowledge and resources and disseminating company best practices, policies, tools, and processes. Further, the candidate will engage in company-level processes, such as corporate reporting and forecasting, annual strategic planning, and operations decision-making and support.About Environmental IncentivesAt EI our purpose is to create the conditions for human and natural communities to thrive. Our remote staff and consultants are based in multiple states within the United States, and across five continents.ResponsibilitiesWork in close collaboration with the Director of Operations and Finance, program managers, project implementation staff, and corporate teams to ensure high-quality and compliant delivery of projects.Ensure quality of financial elements of project including accuracy of invoices and project forecasting and preparing and presenting comprehensive financial and administrative reports and correspondence.Prepare and submit client approval requests.Participate in the selection, hiring, and development of project staff and short-term technical assistance (both expatriate and local), including review of scopes of work and support for consultant onboarding/debriefing.Manage systems that ensure effective management of subcontractor activities and funds.Work with other EI teams, clients, subcontractors, and independent consultants as needed for implementation of complex project tasks, programming, and other activities.Develop and manage critical paths, project flow diagrams, trackers, etc. for planning and monitoring tasks, responsibilities, and milestones for all stages of program implementation from design through closeout.Manage processes to ensure effective communication and timely delivery of all required project deliverables such as work plans, monthly meetings, annual reports, synthesis of findings, etc.Ensure project procurements are consistent with contract requirements and technical specifications by working closely with contracts and technical staff.Collaborate with the senior management team in planning, facilitating, and following up on team meetings, both remote and in-person.QualificationsMinimum QualificationsBachelor's degree and seven years of relevant experience or Master's degree and five years relevant experience or equivalent combination of education and experienceExperience leading program management functions on USAID-funded projectsExperience leading budget management and tracking for international development projectsExperience applying compliant USG contracting and procurement regulations and practices in the context of USAID projectsPreferred QualificationsExperience with buy-in mechanismsExperience with time and materials and cost-plus fixed fee contractsAbility to obtain or possession of security clearanceExperience with grants under contractProfessional proficiency in Spanish, French, Portuguese or other languagesExperience leading project startup and/or closeout processes for USAID-funded projectsExperience developing project management tools, systems, and processes and helping teams to adopt themExperience and knowledge of FAR, USAID ADS, and AIDARKnowledge, Skills, and AbilitiesAbility to solve technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.Strong process management skills and ability to produce quality products as scheduled.Highly organized with excellent verbal and written communication skills, as well as strong facilitation and copy-editing skills.Advanced to expert knowledge of MS Office suite (particularly MS Word, Teams, PowerPoint, and Excel) and Google Suite (Gmail, Calendar Google Drive/File Stream, Sheets, Docs).Additional RequirementsLegally authorized to work in the United States with no restrictions.Criminal background check required.BASE STATIONThis opportunity is a full-time position. The preferred location for this role is in Washington, D.C., however, exceptional remote candidates will be considered. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.COMPENSATION AND BENEFITSThe starting salary range for this position is $93,000 - $125,000 per year.
