Our need to hire PMs is primarily to support a variety of USAID-funded projects, however, we also have need for PM support on domestic-based work for state and local government clients.As a part of EI's Project Management Unit (PMU), the Program Manager (PM) will be responsible for managing administrative, contractual, financial, and logistical aspects of one large project or multiple smaller projects. The candidate will possess knowledge, skills, abilities, and experience to independently carry out tasks with high quality and exceptional service, using sound judgment and leveraging the guidance of Senior Program Managers, Project Directors, and EI's PMU staff as needed. The PM's duties will include serving as a backstop on projects from startups through closeouts. The candidate will also engage in recruiting, budgeting, corporate forecasting, contract management, travel management, and operations support. Through this position, the PM will have the opportunity to apply their expertise in program management and apply their facilitation skills to help high-performing teams and individuals to achieve Environmental Incentives' purpose through implementation of USG contracted work.About Environmental IncentivesAt Environmental Incentives, LLC (EI) our purpose is to create the conditions for human and natural communities to thrive. Our remote staff and consultants are based in multiple states within the United States, and across five continents.ResponsibilitiesAssist with overall management and lead specific components of contractual, operations, and financial aspects of large USG-funded projects.Participate in the formatting and editing of deliverables, ensuring USG branding and high-quality visuals are incorporated.Collaborate with portfolio teams to implement the projects compliantly, at high-quality, and with exceptional service.Assist and in some cases lead development and management of trackers and tables for planning and monitoring upcoming tasks, responsibilities, and milestones for project design, startup, implementation, evaluation, and closeout.Support all aspects of recruiting and onboarding, including coordinating new staff orientation and contracting consultants.Manage all subcontract and consultant negotiations and engagement.Ensure quality of financial elements of project, ranging from accuracy of invoices to soundness of project forecasting to contributing to corporate forecasting.Plan, prepare, and communicate schedules and progress records of projects' activities and expenditures, and assist others in establishing project schedules and milestones.Work with other EI teams, clients, subcontractors, and independent consultants on the implementation of complex project tasks, programming, and other activities for assigned projects.Support project senior management teams in planning, facilitating, and following up on team meetings, both remote and in-person.Support with rolling out project deliverables such as work plans, monthly meetings, yearly retreats, annual reports, synthesis of findings, etc.Assist in research, knowledge management, data management, and work process management in the development of client products.Support with project startups and closeouts as required.QualificationsMinimum QualificationsBachelor's degree and three years of relevant experience or Master's degree and one year relevant experience or equivalent combination of education and experience.Experience supporting program management functions on USAID-funded projects.Experience with budget management and tracking for international development projects.Experience with USG contracting and procurement regulations and practices.Preferred QualificationsBachelor's degree and five years of relevant experience or Master's degree and three years relevant experience or equivalent combination of education and experience.Experience with buy-in mechanisms.Experience with time and materials and cost-plus fixed fee contracts.Ability to obtain or possession of security clearance.Experience with grants under contract.Professional proficiency in Spanish, French, Portuguese or other languages.Experience facilitating project startup and/or closeout processes for USAID-funded projects.Experience developing project management tools, systems, and processes and helping teams to adopt them.Experience and knowledge of FAR, USAID ADS, and AIDAR.Knowledge, Skills, and AbilitiesAbility to solve technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge.Strong budgeting and financial management skills.Ability to collaborate with, listen to, respect, and celebrate the contributions of others, including others of different cultural backgrounds.Strong process management skills and ability to produce quality products as scheduled.Highly organized with excellent verbal and written communication skills, as well as strong facilitation and copy-editing skills.Advanced to expert knowledge of MS Office suite (particularly MS Word, Teams, PowerPoint, and Excel) and Google Suite (Gmail, Calendar, Google Drive/File Stream, Sheets, Docs).Additional RequirementsLegally authorized to work in the United States with no restrictions.Criminal background check required.BASE STATIONThis opportunity is a full-time position. The preferred location for this role is in Washington, D.C., however, exceptional remote candidates will be considered. Environmental Incentives is implementing a hybrid work model in which employees will be required to work in the office approximately two days per week.COMPENSATION AND BENEFITSThe starting salary range for this position is $61,000 - $90,000 per year.
