Florida has made historic financial investments into the creation of statewide cybersecurity capabilities and continues to demonstrate support for the mission. Florida's Chief Information Security Officer (CISO) is a critical part of FLDS executive leadership and is empowered to lead this team through continued successes. The opportunity to build statewide cybersecurity operations is a once in a lifetime opportunity and will be focused first and foremost on attracting and supporting the right people for this mission.Position Overview and Responsibilities:Lead team and functions responsible for cybersecurity strategic planning across the state enterprise.Lead team and function responsible for cybersecurity rulemaking (60GG–2), in delivering FLDS and the CISO's responsibilities as described in Florida statute 282.318, as well serve as an SME for other cybersecurity rule and planning requirements.Lead team and functions responsible for cybersecurity training curriculum design, delivery partnerships, and other cybersecurity training requirements across the state enterprise and local governments.Lead team and function responsible for governance, risk, compliance, risk management, and assessment, across the state enterprise.Lead function responsible for agency cybersecurity relationship management.Lead function for cybersecurity knowledge management.Facilitate input and analysis for the state's Cybersecurity Advisory Council.Provides strong strategic leadership, direction, and execution focus to strategy and planning teams, proactively engaging team members so they reach their full potential.Lead cyber planning and analysis functions and requirements, as needed, to support the CISO.Develop key metrics, reports, and briefs to timely quantify threat, risk, operations, and aid in intelligence sharing.Facilitate key conferences and communications between various parties across various groups and partners.Assist in the development and maintenance of runbooks for incidents, maximizing assistance and resolution automation.Lead in partnering with state agencies, local and federal intelligence groups, and other partners as needed for planning and strategic needs.Ensure proper implementation of required policy frameworks (i.e. NIST), state statute, and rules.Works to proactively identify risks and, in the event of audit findings, ensure remediation actions are completed.Lead FLDS cybersecurity functions around grant and educational partnership. Partners closely with FLDS leadership and key stakeholders to drive the alignment to strategy/planning for execution of strategic priorities, resource planning, initiative prioritization and strategic roadmap development to ensure effectiveness of the ongoing cyber enterprise program, close gaps between strategy development and execution plans, and strategy and budget are aligned.Serves as a trusted right–hand resource to the CISO – assisting in carrying out all responsibilities of that office (including preparation of materials and analysis for CIOs key meetings and presentations and ensuring accuracy and effectiveness of products while managing sensitive information and situations with confidentiality and decorum.) Works with CISO, Service Experience and other members to ensure strategic alignment of organizational messaging.Lead and inspire a team of professional technologists overseeing all stages of enterprise cybersecurity solution implementations. Includes engaging project teams and vendors in project initiation, planning activities (managing contracts, resource onboarding), managing project schedules, budgets, dependencies, risks and issues, and project closure activities.Work closely across the digital service to align communications and outreach on program initiatives with agency and vendor stakeholders.Stay abreast of the latest trends in cyber security and work collaboratively with their diverse team to prioritize and delegate new and longstanding security projects.Lead development of security awareness content, digital learning and supporting materials intended to communicate and influence workforce personnel to adopt secure behaviors.Develop, implement and monitor a strategic, comprehensive enterprise information security and IT risk management program.Perform other duties and tasks as assigned.Knowledge, Skills, and Abilities:Executive level communications and execution, with an ability to bridge across varying levels of leadership and technical audiences.Demonstrated experience and leadership running cybersecurity operations and incident response at a large private, public, defense, or government organization.Strong organization skills necessary to manage and coordinate across multiple teams with varying levels of technical and non–technical understanding of incident response procedures.Deep and wide knowledge of cybersecurity concepts, operations, and cybersecurity tools.Minimum Qualifications:Desirable Education: Undergraduate degree in engineering, computer science, or information technology.
