General Summary:The Vice President (VP) serves as the lead administrator of the planned Mass General Brigham (MGB) Academic Medical Center (AMC) Department of Psychiatry (AMC Psychiatry), the integrated department of the AMCs (Massachusetts General Hospital and Brigham and Women's Hospital). The VP will facilitate and contribute to significant aspects of the multi-year process to integrate these two premier departments of psychiatry, consistent with the vision and direction of the Mass General Brigham system, while also ensuring the successful day-to-day functioning of the clinical, education, research, and community-serving activities of the existing two departments.The integrated AMC Psychiatry will be a large and complex department with 2400 employees/extended workforce including almost 900 credentialed faculty, over 200 clinical trainees, as well as hundreds of research fellows, clinical research coordinators, and administrative staff. Across Mass General and Brigham (which includes Brigham and Women's Faulkner Hospital) sites, the integrated department will occupy approximately 185,000 square feet of office, clinical, and research space, and perform over 300,000 ambulatory and inpatient consultation visits per year. Clinical service sites include two 24-bed psychiatric inpatient units, a 14-bed substance use unit, two partial hospital programs, inpatient consultative services, a dedicated emergency psychiatric service, and several neurotherapeutic procedural services. The clinical/administrative operations budget totals $175 million and research expenditures are approximately $120 million annually.Reporting directly to the Enterprise Vice President, Behavioral and Mental Health, Mass General Brigham, and working in close collaboration with the AMC Chair for Psychiatry, the VP functions as AMC Psychiatry's administrative leader for all matters related to clinical operations, finance and budget, human resources, credentialing and staffing, research administration, space allocation, education and training, and general administration. The central administrative leadership team within Psychiatry reports directly to the VP. The VP partners with leadership in Psychiatry at both AMCs and Massachusetts General Physicians Organization (MGPO)/Brigham and Women's Physician Organization (BWPO) leadership and management staff, leaders across Mass General Brigham, and faculty and administrators within Psychiatry.The VP will also serve as one of the principal architects of a unified Department of Psychiatry across Mass General and Brigham. In doing so, the VP will work with the chair(s) and senior vice president(s) to develop and execute upon a plan to horizontally integrate most activities and structures that are presently distinct across the two institutions. This will require not only strategic acumen and interpersonal sensitivity during a time of significant change, but also the development of a strong, integrated administrative leadership team who can simultaneously support ongoing integration efforts and the day-to-day operations of a large department with broadly distributed people and assets.PRINCIPAL DUTIES AND RESPONSIBILITIESLeadershipIn partnership with the chair, determines the overall vision, mission, direction, goals, and objectives of the department. The VP will have specific responsibility for work required over the next several years to accomplish the goal of integrating the two departments, including, but not limited to, work in the areas of analytics, communication, human resources, operations, and compensation.Serves as a critical member and senior leader for the departments' administrative team(s). Establishes and maintains clear communications with department leaders as to each area's performance. Interacts and builds strong working relationships with peers and clinical leadership from other departments, hospitals, and systems within Mass General Brigham Behavioral and Mental Health (BMH).Works with hospital leadership to evaluate and monitor performance of the AMCs to support the delivery of services and the operational goals of cost containment, quality enhancement, developing a culture of safety, and patient experience.Provides direction and support to clinical and non-clinical staff for the department. Develops effective methods of communicating with faculty, trainees, and staff on a regular basis.Identify, evaluate, and recommend new business ventures, affiliations, and partnerships consistent with the strategic plans and the growth and market objectives of the AMCs. Works with departmental and hospital leadership and relevant MGB departments to prepare the necessary business plans and documentation. Manages the renewal of any such arrangements.Develops and implements policies and procedures consistent with MGB, Mass General, Brigham (including Faulkner) policies in the areas of clinical practice management, grants management, and teaching/training. Interacts extensively with the chair(s) to assess administrative and financial needs of the department and to revise policies and procedures to meet changing needs.Clinical ManagementIn collaboration with the chair and senior department, hospital, and MGPO/BWPO leadership, leads the evaluation, development, and implementation of strategies for the growth, management, and integration of clinical services throughout the AMCs and across hospital and network service settings.In partnership with relevant chiefs, associate chiefs, vice-chairs, and clinical operations leaders, oversees operations of clinical services provided in ambulatory, inpatient, psychiatric emergency and procedural services.Works with MGB's compliance, revenue, and budget teams to maximize revenue in all clinical services.Serves as principal liaison to MGB Compliance Office.Assures compliance with all relevant state and federal regulations.Supports the development and coordination of care provision across sites and services across the AMCs.Research and Grants ManagementWorks with the chair regarding strategic research planning and growth in the context of advances in technology, science, and the funding environment in collaboration with hospital leadership.Leads and maintains research administration infrastructure, including management responsibility for administrators and grant managers and support staff across numerous research sites.Oversees deficit resolution issues in collaboration with PIs, AD for Research, and MGB research management staff.Ensures that research administrators and investigators are aware of institutional research policies and procedures, through regular departmental research meetings and other communication.Ensures that changes in research policies and procedures are appropriately communicated to administrators, staff, and principal investigators.Works collaboratively with Research Management and Compliance as necessary to ensure the appropriate fiduciary and regulatory responsibility of the research enterprise.Education and Training ManagementIn conjunction with Psychiatry residency and fellowship program managers, supports the administration of the Mass General joint w/McLean Hospital (72 adult psychiatry residents and 18 child psychiatry fellows) and Brigham residency programs (56 adult psychiatry residents); psychiatry clinical fellowship programs (32 fellows, some of which are joint); psychology internship programs (19 interns); psychology post-doctoral programs (41+ fellows); and continuing medical education programs.Oversees financial management of training programs, including implementing and ensuring compliance with professional billing activities as applicable.Works collaboratively with the Graduate Medical Education (GME) Office and Compliance as necessary to ensure the appropriate fiduciary and regulatory responsibility of education and training programs.Organizational AdministrationServes as the principal liaison to other MGB and hospital departments and services such as: Patient Care Services; Network Development; Marketing; Office of General Counsel; Development; Public Affairs and Communications; Research Management; Budget and Finance.Coordinates the development, preparation, and distribution of departments' publications and communications; coordinates the departments quinquennial HMS clinical DOP review.Financial ManagementDevelops and manages faculty compensation plans to ensure fair and equitable compensation as well as market competitiveness regionally and nationally.Works to maintain the solvency of departmental funds. Supervises staff who are responsible for approving expenditures, assigning cost centers, monitoring compliance with budgets, and identifying and investigating potential problem areas and proposing solutions.Establishes and maintains a financial management system to allow accurate and detailed reporting of financial status and staffing distribution of operating accounts (150 cost centers), and research/sundry funds (over 900).Develops and monitors annual operating and capital budgets; organizes the annual budget submission process in collaboration with Mass General, Brigham (including Faulkner), and MGPO/BWPO budget offices.Develops and tracks recruitment and/or retention packages for faculty hires.Conceptualizes and oversees a variety of financial analyses.Human Resources ManagementReviews, edits, and finalizes new hire letters for faculty and fellows.Supervises/mentors approximately ten individuals directly and indirectly responsible for over 800 weekly employees.Works with Human Resources teams to manage often sensitive issues that arise with weekly staff and faculty.Reviews workload issues to ensure appropriate staffing.Supports and works to maintain salary and wage equity for both faculty and staff.In conjunction with the chair(s), ensures the support and maintenance of a diverse, inclusive, and professional environment amongst faculty, trainees, and staff.Provides mentorship to senior staff, division administrators, and other staff as appropriate.Prepares performance reviews on direct reports. Takes corrective and disciplinary action as necessary to maintain the highest level of staff productivity and effectiveness.
