The DC Office of Contracting and Procurement (OCP) provides contracting services for client agencies and offices in the District. The mission of OCP is to partner with vendors and District agencies to purchase quality goods and services in a timely manner and at a reasonable cost, while ensuring that all purchasing actions are conducted fairly and impartially.OCP manages the acquisition of over $10 billion in goods, services, and construction annually on behalf of 79 District agencies. OCP is powered by a diverse team of innovative professionals committed to helping our client agencies reach their goals and accomplish their missions.Duties: Serves as senior legal advisor to the Director/ Agency Head in planning and policy decision-making; and implementing, coordinating and directing the legal affairs for the agency, designed to facilitate and improve legal service delivery to its clientele.Develops and institutes program guidelines, new and improved policies, procedures and processes to effect efficient program operations. Independently plans, develops and institutes short/long term Division plans and activities, incorporating strategic provisions as required.Responsible for overseeing the review, research, and preparation of responses for the Director to selected and sensitive, and often confidential inquiries and correspondence from the Mayor, members of the Council of the District of Columbia, officials of the District and Federal governments, the media, and those surrounding jurisdictions, members of the private sector, and the general public.Prepares testimony for presentation at hearings before the Council of the District of Columbia, congressional committees, and other public appearances. Also, represents and speaks for the Director/ Agency on various complex and sensitive issues.Prepares legal documents on complex and substantive matters of an urgent nature, providing summary analyses of issues and recommendations for consideration of the Director/Agency Head. Performs other related duties as assigned.Work Environment: The work is performed in an office environment. QUALIFICATIONS:Knowledge of D.C. Government budgetary policies and procedures, D.C. personnel regulations and D.C. Bar Rules sufficient to provide expert legal advice to the Agency.Ability to apply the appropriate procedures and policies to a variety of situations and circumstances. The work consists of broad functions and processes in the legal and advisory field.Possession of a J.D. degree from an American Bar Association (ABA) accredited law school and have at least eight (8) years post J.D. legal experience with a minimum of four (4) years in a supervisory or managerial role in legal service.Licensures, Certifications and other requirements: The incumbent must be a current member in good standing of the District of Columbia Bar or be admitted in another United States jurisdiction, be eligible to waive in and be admitted into the District of Columbia Bar within 365 days of appointment.Conditions of Employment: While on duty, District employees are prohibited from possessing, dispensing or being impaired by controlled substances, including alcohol. All District employees are subject to drug and alcohol testing when there is a reasonable suspicion of impairment or following any on-duty accident or incident involving injury to person or property.Application Process
