SummaryAs a FOIA Specialist, you will process FOIA/PA (Freedom of Information Act/Privacy Act) requests from "cradle to grave." You will research and analyze FOIA/PA information to respond to requests and develop status reports to support reporting requirements. You will prepare responses to FOIA/PA requesters and management as requested, liaise with agencies on FOIA/PA related matters, conduct research on applicable case law and federal regulations, and use information technology for record keeping and tracking operations throughout the government information management lifecycle. The specialist will conduct independent analysis and apply FOIA and PA exemptions as appropriate. Experience applying Exemptions 4, 5, 6, and 7 is required.Essential Duties and ResponsibilitiesThe FOIA Specialist responsibilities include, but are not limited to:Review, analyze, and perfect FOIA requests; contact the requester for clarifications. Provide explanations concerning the timeline, availability, format, and content of the requested documentation/information.Prepare and send "submitter notices" to submitters and request arguments and explanations related to withholding potentially confidential commercial information.Analyze submitters' recommendations for consistency with agency regulations, policies, and practices.Notify submitters of the agency's determination and the intent to release information within 72 hours when necessary.Prepare and transmit standard acknowledgment letters using USAID's templates, tailoring letters as needed.Task and obtain requested documentation from appropriate USAID operating units and provide instructions on formulating release recommendations.Provide progress reports to requesters and document the administrative file.Analyze documentation provided by operating units for responsiveness and releasability, working with the Office of the General Counsel when necessary.Prepare formal FOIA responses for various audiences, ensuring compliance with agency standards and clearance procedures.Maintain updated and concise electronic files and make disclosure recommendations.Track the status of pending cases and answer inquiries regarding the FOIA process.Evaluate sensitive requests for information to recommend release or denial based on the Privacy Act or FOIA.Prepare and draft correspondence relating to privacy and disclosure issues.Perform statistical analysis of database systems and maintain accurate administrative records.Process and track requests in the Agency's FOIA Case Maintenance System.Conduct relevant research and analysis and perform FOIA/PA audits.Other duties as assigned.Minimum Qualifications:High School diploma or equivalentMust have U.S. citizenshipRequires a Security Clearance: Must have a Department of Defense clearance.Must be fluent in speaking and writing in English.Pre-Employment Screening: Must pass criminal background screen, drug test, and physical exam.Familiarity with database operations and word processing systemsProficient in Microsoft Office SuiteStrong researching and resolution skillsFamiliarity with FOIAXpress operating systemAbility to interpret and apply regulations concerning FOIA exemptionsExperience applying Exemptions 4, 5, 6, and 7Ability to perform repetitive tasks while being prepared for auxiliary dutiesExcellent verbal and written communication skillsStrong organizational, clerical, and customer service skillsCore CompetenciesCommunication, OralCommunication, WrittenSelf-MotivatedTeam Builder/WorkerOrganizedTime ManagementFlexibleWork Schedule:
