This position is located in the Office of the Assistant Secretary for Administration and Management's (OASAM), Civil Rights Center (CRC), Office of External Enforcement (OEE). This position is responsible for processing, investigating, and adjudicating discrimination complaints, and providing technical assistance and training regarding the laws, regulations, and policies administered and enforced by the OEE. This position is a Team Leader and is outside the bargaining unit.Duties

Major duties at the GS-14 level include but are not limited to the following:Serve as expert technical advisor for the OEE Chief and members of OEE staff, as well as the CRC Director.Provide technical, administrative, programmatic, and procedural advice and recommendations to internal staff and external stakeholders.Assess the timeliness of complaints and determine if CRC has jurisdiction.Lead trainer for OEE staff on complaint processing and procedures, including substantive legal issues.Develop goals or objectives with CRC staff and review progress in program implementation.Monitor the work and caseload of OEE Equal Opportunity Specialists.Ensure all complaint intake data is collected accurately and on a timely basis.Oversee the processing, output, and analysis of all intake-related data information.Identify issues and problems in discrimination cases and recommend solutions.Prepare and review written documents to ensure accuracy, legal soundness, and sufficiency of supporting documentation.Communicate and negotiate with a variety of individuals and organizations that have diverse issues, concerns, agendas, and values and build coalitions to achieve objectives and resolve conflicts.Perform other duties as assigned.Salary

Specialized Experience

to qualify for Equal Opportunity Specialist, as described below.For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.Specialized Experience

is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.Qualifying examples of specialized experience for GS-14 includes:Experience in analyzing discrimination complaints, including fact gathering, applying law to facts, and utilizing investigative methods to determine whether a covered entity is in compliance with the law.Experience in fact-finding, analyzing, problem solving, and writing, and assisting others to do so, in order to identify issues and problems in discrimination cases and recommend possible solutions.Experience processing, investigating, and adjudicating discrimination complaints.Experience drafting documents for investigations such as letters of acceptance or dismissal, requests for information and documents, and letters of findings or determination.Other Information
