PSI is always looking to enhance its staff with professional, talented individuals.About the role:The Personnel Security Specialist reviews investigation request documentation for accuracy and completeness and processes e-QIP packets for federal and contractor employees. They initiate the paperwork for background investigations, review the information submitted by the applicants, correspond with the applicants for clarifying information, are responsible for data entry requirements associated with each record, make case files, forward cases for processing, and submit the e-QIP packet to be reviewed and forwarded to OPM.Responsibilities:Prioritize multiple projects simultaneously.Schedule and coordinate meetings and schedules for stakeholders and facilities.Assist in preparation of presentations.Coordinate communications.Conduct massive data analysis to include development of query techniques, prototype programs, and algorithms.Conduct analytical and critical thinking.Develop innovative projects to strategically and tactically analyze threat-related information and entities.Provide reactive data analysis support in response to requests from FBI Headquarters, field offices, and other Government agencies.Perform quality control of processes and products produced.Write clear, concise, and timely products that identify, analyze, and collate disparate pieces of information.Make accurate observations and judgments.Assist in the development of administrative and organizational policies and procedures.Collaborate and interact with behavioral and social science experts to conduct research and analysis.Gather, analyze, evaluate and prepare recommendations on threat and risk matters.Compare and contrast information from different sources.Prepare, produce, and disseminate both scheduled and unscheduled general products, such as briefings, studies, estimates, and assessments memoranda.Promote and coordinate, where applicable, the sharing of information.Represent activity in working groups (both internal and external) and committees as substantive authority in subject area.Define critical intelligence topics and initiate comprehensive or unique research efforts on topics as related to extensive or speculative analytical projects.Define overall analytical objectives in relation to existing or proposed policy and identify required analytical resources.Forecast gaps and initiate development of comprehensive collection plans to address these gaps.Perform long-range planning in support of existing and projected organization mission requirements.Make assessments as to overall resource capability to answer existing/projected requirements and identify resource shortfalls.Perform all duties associated with a Grade 5 as necessary.Perform complex, high-risk, insider threat, high-level security investigations and adjudication recommendations.Perform as contractor Team Lead.Perform Quality Control (QC) case review.Identify additional training requirements from QC case reviews.Perform Just-in-Time training to remedy identified QC deficiencies.Qualifications/Requirements:Meet all Grade 5 experience requirements including two (2) years of experience developing and writing Reports of Investigation that form basis for creation of investigative and/or adjudication record.Bachelor's Degree and ten (10) years of experience in the personnel security investigative or investigative analyst field or an Associate Science Degree and twelve (12) years' experience.Demonstrated oral and written communications skills to functionally conduct interviews, security briefings, discuss analysis and opinion in a concise, logical, and objective manner, and prepare written communications setting forth analyses and recommendations.Thorough knowledge in order to develop and extract the most complete and accurate information relative to the subject as possible.Demonstrated analytical ability in order to extensively analyze various types of materials, including investigative reports, to develop information regarding security vulnerabilities; to develop investigative leads; to propose a recommendation as to the approval, denial, or revocation of security clearances.Ten (10) plus years of experience in Federal LE working in the personnel security field; prior security management experience preferred or an Associate's Degree and twelve (12) years of experience.Technical training/certification as an investigator and/or adjudicator is required.Capable of obtaining a Top-Secret security clearance and SCI access that includes a requirement to pass a security polygraph exam.For former Federal LE PSSs, the following minimum experience is also required:The most recent five years of experience shall be directly related to analyzing investigations, record checks, and other information as necessary for the purpose of making a written record of the accuracy and completeness of the investigation.Experience conducting record checks utilizing IC and third-party Information Technology (IT) systems; prepare and type clear concise written reports in a timely manner, free of grammatical and spelling errors; make effective recommendations for personnel security adjudications based on an expert examination of the facts and supporting evidence; and conduct open-source Internet checks in support of investigations.Experience conducting, directing, or evaluating TS/Secret investigations with preferred experience in counterintelligence/espionage, counterterrorism, criminal matters, and personnel security investigations.Demonstrated skills and knowledge regarding criminal and civil law and procedures, and enforcement operations; have documented extensive, combined with on-the-job training, as proof of the skills and knowledge to perform the duties of a federal investigative analyst consultant.Must have served as a senior investigator responsible for planning and directing broad investigations of national or international scope; providing administrative and technical supervision over a staff of journeyman level criminal investigators.Documented experience planning, organizing, administering, and coordinating the full spectrum of investigative activities;
