Description:The State Court Administrator’s Office Legal Counsel Division is seeking an attorney to provide legal advice and analysis on projects related to the ongoing operations of the Minnesota Judicial Branch. The Legal Counsel Division provides legal advice to judges and staff of the Judicial Branch. This position requires substantial knowledge of state and federal laws, and of the administrative structure of the Minnesota Judicial Branch.This temporary position is classified as an Attorney and is expected to last through June 30, 2026.Examples of Duties:The following are examples of major job duties expected for this position to perform:Provide legal research and advice for projects, and identify legal issues related to project planning, design, testing, and implementation.Assist in reviewing and updating branch policies impacting projects, housing court evictions, expungements, and Child Protection cases.Conduct legal research, prepare and present written reports, and oversee special matters as assigned by the Legal Counsel Director.Provide State Court Administrator and Supreme Court with legal advice and recommendations on implementing access to court records.Draft Supreme Court orders and State Court Administration policies/procedures/agreements and interpret the same;Advise branch project teams on questions and issues;Assess the benefits and risk to the Branch resulting from proposed statewide initiatives, projects, policies, and technology applications, and advise the Supreme Court, State Court Administrator, and Judicial Council on issues of risk, liability, and security of these projects.Review requests for legal research from appellate and trial court judges and administrators, investigate facts including impact on affected offices, conduct legal research and analysis, consult necessary experts, confer with superiors, and draft written and oral disposition of requests.Typical Qualifications:Minimum Qualifications:Possession of a law degree from an accredited college or university.Licensed to practice law in Minnesota with active status and in good standing.3 years of experience as a law clerk or attorney in private or public practice or work where legal background was used.Knowledge of the administrative structure and operations of the Minnesota Judicial Branch.Knowledge, Skills, and Abilities:Ability to decide an issue and render a legal opinion.Excellent legal writing, research, and analytical skills and strong interpersonal skills; ability to present material clearly, both orally and in writing; strong customer/stakeholder relation skills.Ability to apply the law in the area of assignment practically.Ability to research legal issues using printed and computerized sources.Ability to apply legal principles and logical thinking to individual cases, problems, and research.Ability to read, analyze, and interpret legal documents.Ability to work effectively with judges, court staff, administrative staff, other employees, and the public.Skill in the operation of a personal computer with word processing and legal research software.Ability to work well with others in a setting of shared responsibility.Skill in handling multiple competing tasks and priorities.Ability to function well under the pressure of deadlines.Skill in using Microsoft Office products to produce documents and familiarity with database management systems and information technology.Preferred Qualifications:Detailed knowledge of housing court, expungements, and Child protection matters.Detailed knowledge of the administrative structure and operations of the Minnesota Judicial Branch.Experience and knowledge of criminal and juvenile delinquency court rules, laws, and practices in Minnesota, including but not limited to knowledge of criminal investigations, search warrants, arrest and detention, charging, bail, court hearing, trial, and sentencing procedures.Experience and ability to provide direction on administrative projects and initiatives based on the applicant’s criminal law, criminal procedure, and criminal justice system subject matter expertise, such as on projects relating to search warrants and expungement.Prior experience in working with administrative projects that involve input from a variety of judicial districts and administrative divisions within the Minnesota Judicial Branch.Experience with evaluation and creation of digitally accessible electronic documents and materials.Salary:The expected starting salary range for external candidates is $42.86 - $54.62 per hour ($89,492 - $114,047 annually). The full salary range for this position is $42.86 - $66.38 per hour ($89,492 - $138,601 annually). This position is exempt under the Fair Labor Standards Act and is eligible for State of MN employee benefits.Supplemental Information:Position Logistics:This attorney will work normal business hours, Monday-Friday.
