The U.S. Government's (USG) engagement to prevent and treat HIV/AIDS is a top priority worldwide. The USG response includes coordination among the U.S. Agency for International Development (USAID), the Centers for Disease Control and Prevention (CDC), Department of Defense (DOD), Department of Health and Human Services (HHS), Peace Corps (PC), and other entities. This initiative is collectively known as the U.S. President's Emergency Plan for AIDS Relief (PEPFAR). USAID has been at the forefront of the USG's response to provide quality HIV/AIDS services to over one hundred countries to mitigate the health crisis that threatens the prosperity, stability and development of these nations.The Office of HIV/AIDS, within USAID's Bureau for Global Health (GH/OHA), is the locus of technical leadership for HIV/AIDS programming implemented by USAID. Within OHA, the Strategic Information, Evaluation, and Informatics (SIEI) Division provides technical and programmatic expertise to help the Agency develop and implement strategies and programs that respond to USG and USAID priorities, particularly in relation to innovations, best practices, and lessons learned in advancing the goals of PEPFAR.As outlined in USAID's Policy Framework, USAID's Global Health Bureau is committed to advancing primary health care (PHC) outcomes by harnessing GH programs and galvanizing partnerships to further accelerate the Agency's efforts to reclaim lost ground since the COVID-19 pandemic. As part of this effort, USAID's Office of HIV/AIDS (OHA) also ensures that Missions are advancing the three tenets of PEPFAR sustainability - programmatic, political, and financial - as well as looking carefully at how to advance integration of HIV services and systems to support and sustain the tremendous gains made by PEPFAR.Responsibilities

The Sr. MEL Advisor for Primary Impact will be responsible for supporting and operationalizing (adapting where necessary) the PHC measurement framework for monitoring PHC progress (Measurement for Action (M4A) Framework) within Missions and Washington-based technical offices, including measurement of service integration and sustainability. This includes but is not limited to guiding USAID Mission and Bureau-wide knowledge and capacity building efforts for improved PHC measurement systems.Provide strategic thought leadership on the monitoring approaches and use of integrated data and analytics products to advance primary health care.Promote use of performance management, financial, operational, and other indicators to guide and inform primary health care, including service integration and program sustainability.Analyze data to identify trends within and tell stories about USAID's approach to primary health care programming to support Bureau leadership.Assess organizational strengths, needs, and gaps in the MEL space and make recommendations to strengthen activities, tools, and resources.Takes a proactive, consultative approach to PHC analytics to define and advance research questions and needs within the Bureau.Support coordination and maintain working relationships with other donors/multilateral organizations on HSS and PHC Metrics.Education, Requirements, and Qualifications

Master's and 10 years, Bachelor's and 12 years, Associate's and 14 years, or High School and 16 years of professional experience.US citizen or US permanent resident with the ability to obtain and maintain Facility Access is required. For Permanent Residents, this means having resided in the US for at least 3 of the past 5 years.Experience in public health data management, preferably PHC-related, with at least two (2) years in an international or resource challenged setting.Demonstrated understanding of and ability to apply accepted tools, techniques and frameworks for monitoring, evaluation, and learning systems within GH.Familiarity of USAID global health program monitoring and linkages to primary health care (PHC), familiarity of HIV reporting ideal.Knowledge of USAID operational and reporting processes and procedures.Excellent strong oral and written communication skills.Working Conditions and Physical Requirements
