Application closing date is on Tuesday September 17th, 2024.The Junior Program Assistant provides administrative services to USAID's Global Health Bureau, Office of HIV/AIDS (OHA), as an institutional support contractor under the GHTASC contract. This position will support the OHA Budget Branch, which leads OHA's internal budget analysis and financial oversight functions. The Branch provides USAID and USG budget and financial offices with PEPFAR-specific information to ensure that fiduciary responsibilities related to PEPFAR are carried out in accordance with established organizational and federal statutes, policies, procedures, and regulations.Salary Range:

Full salary range for this position is $58,929 to $86,060 per year, with the starting salary determined based on candidate's knowledge, skills, experience, as well as budget availability.Responsibilities include, but are not limited to:

Assist in development and preparation of program documents, to include authorization documents, action memos, Congressional Notifications, and PowerPoint presentations.Coordinate and assist in financial management and tracking USAID Mission field support levels for each OHA project.Maintain filing systems and assist with monitoring, reviewing, updating, and retiring office files, both paper and electronic.Maintain and support administrative and financial tracking systems and assist in the design and maintenance of spreadsheets and databases.Schedule, organize, provide logistical support, and take notes for meetings, workshops, and events.Assist with reviewing, researching, identifying, analyzing, and updating program and technical documentation.Assist in the preparation of various program documents and correspondence, ensuring compliance with USAID rules, regulations, and standards.Respond to Mission requests and help coordinate field requests for technical assistance.Assist with budget preparation, analysis, and funds tracking.Support working groups, country teams, and A/CORs in program coordination and project management duties.Assist in data collection exercises, analysis of data, and synthesis of analytics into memos, presentation slide decks, etc.Assist in strategic communications and knowledge management.Provide administrative support for hiring actions and onboarding of new staff.Manage office supply requests and inventory.Provide phone, IT technical, and other appropriate backstopping support.Help in maintenance of leave, travel, timekeeping, and training schedules.Other duties as assigned.Education, Requirements and Qualifications:

Bachelor's degree and 1 year of relevant experience, Associate's degree and 3 years of relevant experience, or High School diploma and 5 years of relevant experience.US Citizenship or US Permanent Residency with the ability to obtain and maintain a Facility Access clearance is required.Some experience or interest in federal government budget management is preferred.A demonstrated general interest in international development is preferred.Proficiency in Microsoft suite of programs and Google platforms.Proficiency in Excel and Google Sheets, including experience with Pivot Tables and data sorting.Experience performing diverse administrative functions in a fast-paced environment.Excellent analytical and communication skills.Strong organizational skills with ability to prioritize and handle multi-tasking well.Strong leadership and interpersonal skills.Competencies/Performance Criteria:
