Topics covered by the section include U.S. defense policy and arms control, military capabilities and programs, nonproliferation, security assistance, cyber operations, emerging military technologies, national security strategy, and defense relations with foreign nations.Manages research, leads staff, and advises the Assistant Director and Deputy Assistant Director. Ensures that research and analysis are conducted collaboratively, reflecting the congressional agenda and relevance to policy making. Leads, plans, organizes, and coordinates major research projects related to sensitive public policies of national or international significance, which may include research performed by outside consultants. Ensures that research meets CRS’s standards of objectivity, responsiveness, nonpartisanship, balance, timeliness, legislative relevance, authoritativeness, and accessibility. Reviews research to ensure accuracy, organization, and adherence to professional standards and CRS policy guidelines, responding to the legislative needs of Congress.Contributes to developing CRS-wide strategic goals and priorities, communicating these to staff. Oversees the implementation of CRS-wide policies, procedures, and standards. Effectively communicates management initiatives and ensures staff acclimate to the changing needs of Congress and the CRS research community. Conveys information and concerns from staff to senior management.
