The Learning and Development Specialist, Sr is specific to the Organizational Development and Learning team (OD & L), supporting CareOregon's strategic initiatives to maximize workforce learning through advanced eLearning, course design, facilitation, and solutions incorporating adult learning theory. This role designs and facilitates meaningful learning opportunities to fill employee and leadership skill gaps and partners with department subject matter experts to enhance departmental learning and methodology.Essential Responsibilities:

Collaborate with OD & L team, leaders, and training roles across departments to complete a needs and gap analysis.Create and facilitate organizational learning, eLearning, and customized programs in support of strategic initiatives, career development, capability gaps, and individual development.Design, plan, and facilitate learning solutions using instructional design methods and adult learning theory-based delivery strategies.Consult and partner with learning roles and subject matter experts to create visual, audio, and interactive learning resources.Review existing content and make collaborative determinations to ensure appropriate development formats for target groups.Ensure courses align with mission, vision, values, and support equity, diversity, inclusion, and sense of belonging.Evaluate the effectiveness of learning program design and outcomes.Link learning to strategy and business decisions; utilize return on investment to create value for learning opportunities.Function as liaison between CareOregon and outside vendors/suppliers to develop, implement, or deliver learning resources.Maintain records of learning programs, monitor effectiveness, and track employee progress in Learning Management System.Partner in Learning Management System troubleshooting and program management.Pay and Benefits:

Estimated hiring range $88,430 - $108,080 /year, 5% bonus target, full benefits.
