General Description

This is a responsible senior clerical position involving the supervision of Property Clerks and Lot Attendants in the Police Property Management Unit, the Auto Pound Facility, and possibly the quartermaster function. Employees of this class oversee the receipt, storage, disposition, and documentation of recovered or impounded property including automobiles, firearms, narcotics and valuables. The duties of the position require a high degree of public contact requiring tact and courtesy. Employees may be required to lift moderately heavy objects, such as televisions or microwave ovens. Work is performed under the general supervision of higher level personnel. Related work is performed as required.

Typical Work Activities

Supervises the intake and storage of vehicles, property, cash or contraband seized and remitted to City custody;

Takes periodic inventory of vehicles and property in storage areas;

Reviews paperwork and documentation submitted by staff for completeness and accuracy;

Supervises, assigns, and monitors work of Property Clerks or Lot Attendants;

Coordinates the receipt and transfer of evidence or seized property with officers, other Police personnel, and various law enforcement facilities;

Supervises the securing of property in safe or specially designated areas;

Releases vehicles or property upon receipt and verification of proper authorization and documentation from Police, DA’s, Court, bank or insurance representatives;

Oversees, monitors, and participates in preparation of unclaimed property or vehicles in advance of public auctions and participates in auctions;

Implements pre-determined work schedules for Property Clerks or Lot Attendants;

Inputs and retrieves information using various computers, codes and reference material;

May testify in court cases.

Minimum Qualifications

A High School diploma or GED, PLUS 1 and 2 below:

Three years experience in inventory or production control; AND

One year experience in a direct public contact position, dealing with a diverse population.

NOTE: Experience required in I. and II. may be acquired separately or concurrently.

SPECIAL REQUIREMENTS:

An active New York State Class D (former Class 5) Driver's License at time of appointment. This licensure must be maintained throughout employment in this job;

Candidate must have a satisfactory police record and background check. New hires will also need to participate in, and pass, a drug test.

Must be available to work shifts as assigned and required overtime,

Employee must complete the requirements for and obtain NYSPIN Certification, within twelve (12) months of appointment. Training will be arranged by the City of Rochester after the time of appointment

Exam Information

Scopes/Subjects of Examination: A test designed to evaluate knowledge, skills and /or abilities in the following areas.

Coding/Decoding Information: These questions test for the ability to follow a set of coding rules. Some questions will require you to code information by converting certain information into letters or numbers. Other questions will require you to decode information by determining if the information that has already been converted into letters or numbers is correct. Complete directions will be provided; no previous knowledge of or training in any coding system is required.

Name and Number Checking: These questions test for the ability to distinguish between sets of words, letters, and/or numbers that are almost exactly alike. Material is usually presented in two or three columns, and you will have to determine how the entry in the first column compares with the entry in the second column and possibly the third. You will be instructed to mark your answers according to a designated code provided in the directions.

Understanding and Interpreting Written Material: These questions test for the ability to understand and interpret written material. You will be presented with brief reading passages and will be asked questions about the passages. You should base your answers to the questions only on what is presented in the passages and not on what you may happen to know about the topic.

Supervision: These questions test for knowledge of the principles and practices employed in planning, organizing, and controlling the activities of a work unit toward predetermined objectives. The concepts covered, usually in a situational question format, include such topics as assigning and reviewing work; evaluating performance; maintaining work standards; motivating and developing subordinates; implementing procedural change; increasing efficiency; and dealing with problems of absenteeism, morale, and discipline.

The New York State Department of Civil Service has not prepared a test guide for this examination. However, candidates may find information in the publication 'General Guide to Written Tests' helpful in preparing for this test.
