Budget Amount:

Position is budgeted up to $52.61 hourly commensurate with related education and experience.

Primary Purpose

Plan and manage Information Technology Projects at every phase, including defining project scope and goals, determine and communicate potential risks, defining the systems and technology required, creating detailed schedules, building and maintaining budgets, organizing and allocating resources and assigning tasks, and setting milestones in order to successfully implement strategic technology solutions for Santa Fe County.Essential Job Functions

Assist in the definition of project scope and objectives, involving all relevant stakeholders, and ensuring technical feasibility.Coordinate internal resources and third parties/vendors for the execution of Information Technology projects.Ensure that all projects are delivered on-time, within scope, and within budget.Ensure resource availability and allocation for Information Technology projects.Develop a detailed project plan to monitor and track progress of all Information Technology tasks and/or projects.Manage changes to the project scope, project schedule, and project costs using appropriate verification techniques.Measure project performance using appropriate tools and techniques.Report and escalate issues to management as needed.Manage the relationship with the business and all stakeholders.Perform risk management to minimize project risks.Establish and maintain relationships with third parties/vendors.Create and maintain comprehensive project documentation.Track Information Technology project performance and progress, specifically to analyze the successful completion of short and long-term project goals.Meet budgetary objectives and make adjustments to project constraints based on financial analysis.Develop comprehensive project plans to be shared with all stakeholders.Work with other staff and groups to develop project objectives, scopes of work, schedules, and budgets needed in preparation of requests for proposals (RFPs) or invitation for bid. Develops criteria pertinent in contract negotiations and may serve on proposal evaluation committees.Provides project status updates through written reports or presentations to Santa Fe County staff, supervisors, or others as appropriate.Schedules and facilitates project meetings throughout the project including lessons learned sessions at the conclusion of projects.Serves as primary project liaison on Information Technology projects with staff in other Santa Fe County departments/divisions, outside vendors/contractors, and any other stakeholders to ensure comprehensive communication.Use and continually develop leadership skills.Perform other duties as assignedKnowledge/ Skills:

Proven working experience in Information Technology Project Management.Ability to compile, analyze, and interpret data; present information clearly and concisely, both verbally and in writing.Excellent customer-facing and internal communication skills; effectively interact with others.Ability to develop and provide presentations, communicate complex information orally, graphically, and in written form for diverse audiences.Solid organizational skills including attention to detail and multitasking.Strong working knowledge of project management software tools, methodologies, and best practices.Thorough understanding of project management fundamentals including project planning and requirements gathering, budgeting, and scheduling.Understanding of software development life cycle.Ability to conduct valid appraisal and analysis of proposals and projects submitted to Santa Fe County Information Technology.Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.Ability to work productively in a team environment with Santa Fe County staff, consultants, and partner organizations.Must be able to communicate clearly and effectively, both verbally and in writing with the public, consultants, and diverse user groups.Minimum Qualifications

Bachelor's Degree in Information Technology, Computer Science, IT Project Management, or related field plus eight (8) years of relevant work experience in an IT Project Manager role. Experience may be substituted at a rate of 30 semester hours equal to one (1) year of experience.Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Program Management Professional (PgMP), or other Project Manager certification is required.

Supplemental Information

Working Conditions:Work is performed primarily in an office setting. Work schedule may include evening, weekend, emergency call and call-back hours. Some travel may be required. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at long and short distances required. Ability to lift 50 pounds. May be subject to exposure to electrical hazards; hazardous materials; dust, fumes, airborne particles, or allergens; excessive noise; and CRTs and VDTs.

Conditions of Employment:Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties. Candidate must obtain and/or maintain certifications required.
