Primary Purpose

Develops, maintains, and delivers geographic information in the form of digital and/or hard copy data to support the operation and utilization of the County parcel-level Geographic Information System (G.I.S.) and integration with related County databases.

Essential Job Functions

Utilizes existing procedures to create, update and maintain G.I.S. datasets and applications; assists in the update and enhancement of such procedures and proposes and implements new procedures as needed; prepares geographic information and associated tabular data for automation; develops and maintains digital data for users; performs research to acquire sets of data; utilizes and programs computer applications and scripting tools; and prepares related internal correspondence.Trains staff members in the operation of G.I.S. software and the query and display of geographic data.Assists in the evaluation and implementation of G.I.S. project requirements, including work programs and the development and application of quality control procedures.Conducts research on the implementation of G.I.S. in other agencies to acquire and design application concepts with the County, including web and mobile applications.Prepares digital and/or hard copy cartographic products and reports and assists in the inventory of digital and/or hard copy data including the development and maintenance of appropriate documentation and metadata.Performs a wide variety of cadastral and Geographic Information Systems (GIS) mapping services in support of the County Assessor's Office.Conducts full range of technical and administrative work, including utilizing cadastral and GIS base mapping system software to create maps and to align information with existing source data and field observations.Computes and plots land descriptions of properties; analyzes geographic or legal source data; and researches and computes land ownership data.Interprets legal descriptions of property, metes, and bounds; researches deeds; and assists appraisers in locating property.Revises official assessment maps, records, surveys and other documents to reflect changes in ownership, acreage or parcel divisions.Receives and responds to internal and external requests for GIS and provides Cadastral and GIS base mapping and computer analysis support; produce reports for customers; and provides effective support for customers.Operates and troubleshoots plotters, digitizers, scanners, printers and other production devices.Assists the public and other county staff with GIS query, analysis and display and advises the pubic and other county staff on the appropriate and ethical use of G.I.S. data.Attends industry conferences and participates in pertinent training and literature research to maintain current job skills and knowledge.Knowledge/Skills:

Knowledge of principles, practices, methods, and technology of cadastral and GIS base mapping and equipment; principles, practices and terminology of manual and computer-based drafting and cartography including describing geographic and topographic features; of principles and practices of managing cadastral data; techniques of complex map drafting and geospatial analysis;Knowledge of computer and applications equipment, nomenclature, symbols, methods, practice and techniques used; of applicable Federal, State and local laws, codes, and regulations; of engineering mathematics, algebra, geometry and trigonometry; and of symbol attribute process and database management;Considerable knowledge of computerized data compilation, conversion techniques, graphic presentation and production techniques; of a networked workstation computing environment; of cartographic principles; of general surveying principles and practices; of geographic information systems; and of database design, creation and maintenance.Knowledge of traverse, PLSS, COGO (Coordinate Geometry) to trace and plot real property maps; of various GIS software applications including ArcMap, Arc Catalog, ArcPro, ArcSDE, ArcGIS Server, Arc Enterprise, Portal, ArcGIS Online, GeoCortex, QGIS, GRASS, GeoServer, and other geospatial software; and of SQL, query building and general database management standards.Ability to effectively communicate technical information in verbal and written form; to use computer to analyze data; to establish and maintain effective working relationships with co-workers, consultants, user departments and divisions, public utilities representatives and other government agencies, and the general public.Ability to.Ability to multi-task; to work independently and as part of a team; to manage time and workloads; to meet deadlines; and to maintain a high level of attention to detail.Skill in using data capture tools such as GPS and laser range finder.Skill in operating various word-processing, spreadsheets, database and other software programs in a Windows environment.Minimum Qualifications

Bachelor's degree in Geography, Land Surveying or Computer Science or related field with emphasis in G.I.S. and providing a background in cartography; andOne (1) year of experience in G.I.S. type of work.Any combination of education and experience in geography, cartography, cadastral mapping, computer graphics, planning, surveying technologies or related discipline totaling five (5) years.Related education and experience may be substituted at a rate of thirty (30) semester hours equal to one (1) year experience.New Mexico Certified G.I.S. Specialist preferred.

Working Conditions: Work is primarily performed in an office setting, with some field work required. Work schedule may include evening and weekend hours. Some travel may be required. While performing the duties of this job, the employee regularly is required to stand; walk; sit; use hands to finger, handle, or feel; reach with hands or arms; climb or balance; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at short and long distance is required. The employee is occasionally required to lift up to 20 pounds. May occasionally be exposed to dust, fumes, airborne particles, or allergens; to excessive noise; and to hostile, violent, or offensive individuals. May occasionally use protective clothing, equipment, devices, or materials. May be subject to exposure to CRTs and VDTs.

Conditions of Employment: Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
