General Purpose

Under general supervision, performs basic GIS tasks and assignments such as creating maps for projects; researches property owner information using a variety of databases, digital parcel mapping as well as other features, data preparation, converting data into GIS layers, correcting records, and perform other duties as assigned.

Education and Experience:Associate's Degree in Geographic Information Systems (GIS), Geography, Planning, Real Estate Assessment / Cadastral Mapping-Land Records or related field and one year of experience working with GIS systems that includes experience performing GPS mapping functions, converting data into GIS layers, and digitizing maps and plats; preferably in a public sector environment; OR an equivalent combination of education and experience.Other Requirements

Required Licenses or Certifications:

Valid New Mexico driver's license or ability to obtain a valid New Mexico driver's license within 30 days of hire.Additional Requirements:

Ability to maintain a valid New Mexico driver's license

Essential Job Functions

In area of assignment:

Assists applicants with the addressing process; reviews and evaluates landowner information and maps; assists the e911 Rural Addresser in the field; and researches property owner information using a variety of required databases.Keeps apprised of various changes related to planning and zoning and provides administrative GIS support at the Planning and Zoning Commission as needed.Assists the public in person and over the telephone to obtain accurate information and locations on properties.Assists data entry staff with questions and concerns pertaining to property records.Researches and provides ownership information to governmental agencies.Monitors equipment and replaces ink and paper on large format printers when necessary.Creates and submits quarterly reports as required and requested.Performs back up duties when needed to include answering the telephone and front desk coverage; assists people at front desk including advising, handing out and collecting a variety of forms.When assigned to the Assessor's Office:

Assists in obtaining maps that are needed to complete the appraisal process; assists other departments and title companies in obtaining assessment records and property research information.May generate tax roll change sheets after research is completed and sufficient change is required to the tax roll.Incorporation of plats and new line work/legal descriptions into a cadastral/GIS database.Corrects line work; creates and corrects Uniform Property Code (UPC) numbers; creates polygons for the GIS parcel layer; scans plats and old maps for digitizing into parcel layers; and corrects data identified in queries and reports performed by the GIS Supervisor.Plots and updates county maps, updates and creates property record cards, and updates assessment records in accordance with recorded surveys, plats, and deeds.Performs work on special projects, as directed, including researching, creating spreadsheets, correcting and updating information in the assessment system.When assigned to the Bureau of Elections Office :

Input and maintain street and address information for streets into the statewide election database (SERVIS) using the appropriate software.Ensure that addresses are attributed with the correct precinct and voting information.Review and correct the address data for any common standardization issues including standard typos, street pre-fixes and suffixes, unit abbreviations, and city associations.Ensure that GIS and geocoded addresses can compare address and voting district information from their voter registration database to information in their GIS workspace to identify discrepancies.Regular comparison checks of the data to increase the data quality in the voter registration database (SERVIS), including ensuring voters are assigned to the correct precincts.Review and recommend improvements (address points, voting unit boundaries, and other contextual data aiding in the development and of the core election datasets like imagery, roads, addresses, and other boundaries).Maintain and update datasets such as addresses, streets, buildings, aerial photos, voting precincts, and district boundaries into a single digital map.Develop working relationships with agencies in the County and State to share and incorporate the most current data sets into the election street file and maps.
