Under general supervision, the 5289 Transportation Planner Ill position in the Accessible Services Section will implement the San Francisco Access for All Program, representing SFMTA as the Local Access Fund Administrator administering and distributing Access Funds to eligible local Access Providers of on-demand wheelchair accessible vehicle transportation. The position will perform transportation planning work and evaluate/make recommendations on the technical aspects of this new service, along with coordinating with existing paratransit and enhanced mobility projects and programs. These projects involve various transit and transportation modes (such as paratransit, discounted taxi programs, group van, shopping shuttles, and group recreational trips) and various ongoing programs (such as travel training, mobility management, and various pilot programs). Examples of Important and Essential Duties
· Serves as the Paratransit Planner responsible for coordinating, developing, managing and monitoring the San Francisco Access for All program, and their integration with other enhanced mobility programs such as ramp taxi incentives, and other duties as assigned. · Evaluates proposals, plans and designs for changes to the transportation system (particularly projects related to transit, bicycle and pedestrian improvements) with specific emphasis on accessibility for seniors and persons with disabilities. · Creates and implements data collection plans, oversees the collection, compilation and analysis of field and other data to support the development and evaluation of fixed route transit and transportation projects and policy proposals. · Works with Contracting and Procurement staff to develop the Access for All Fund Request For Proposals. · Oversees the collection of required Access for All reports and data from access providers and ensures timely and accurate submission to the California Public Utilities Commission. · Investigates, reviews, interprets and applies federal and state accessibility regulations and codes, particularly the Americans with Disabilities Act (ADA) and Title 24 of the California Building Code (CBC), and responds to Notices of Proposed Rulemaking (NPRM). · Oversees the design and preparation of visual materials including graphs, charts, maps and models to illustrate transportation projects, plans, or reports. · Prepares and delivers presentations on the San Francisco Access for All projects to communities, businesses, and other groups. May represent department at the Board of Supervisors or various City commissions, and at other agencies such as the CPUC. · Prepares and reviews correspondence in response to the public, the SFMTA Board, and the advisory committee. · Provides staff support and representing the Access for All program to the Paratransit Coordinating Council (PCC) and to PCC subcommittees, including coordinating meetings, preparing agendas and minutes, and assisting with committee operations. · Utilizes Geographic Information Systems (GIS) and other systems to analyze and manage transportation data. · May oversee the work of a 5288 Transportation Planner II and student interns. · Performs other duties as assigned. Minimum Qualifications: Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field AND two (2) years of transit planning and/or transportation experience; OR Possession of a baccalaureate degree from an accredited college or university preferably in transportation, mass transit planning or other closely related field; AND four (4) years of transit planning and/or transportation planning experience. Substitution: Additional transit planning and/or transportation planning experience beyond the Minimum Qualifications may be substituted for the educational requirement on a year-for year basis. Additional post-graduate education as described in item 1 of the Minimum Qualifications may be substituted for required experience on a year-for-year basis. (30 semester units/45 quarter units equal one (1) year of experience). Notes: 1. Applicants must meet the minimum qualifications by the final filing date unless otherwise noted. 2. One (1) year full-time experience is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time experience. Desirable Qualifications · Experience working with persons with disabilities or seniors. · Experience grant administration and/or management. · Experience with wheelchair accessible vehicle transportation. · Knowledge of the Americans with Disabilities Act and other accessibility regulations and codes. · Bilingual in Cantonese, Mandarin and/or Spanish preferred.
