This work unit is responsible for delivering bicycle, pedestrian, and traffic calming projects on time and within budget in conjunction with other departments, including Public Works, City Planning, and Recreation and Parks. These projects involve emphasis on teamwork and consensus-building within the agency, with stakeholders, and with elected officials, as well as a thorough understanding of how bicycle and pedestrian projects affect transit, accessibility, and traffic operations.Under general supervision, this Transportation Planner III will manage the planning, design, and implementation of projects to improve traffic safety and promote walking, bicycling and transit, including projects delivered under the SFMTA’s quick-build and traffic calming programs. The position may delegate tasks to subordinate staff and assume responsibility for leading projects.The essential functions of this job include: project management for various bicycle, pedestrian and traffic calming projects; community outreach and stakeholder relationship building; evaluating options and making technically-informed recommendations for street redesign; and making presentations to various community and stakeholder groups.This position requires strong written and verbal communication skills, understanding of and commitment to social justice and equity, and dedication to working with communities. The Transportation Planner III also performs other related duties as assigned.Examples of Important and Essential Duties:Supervises and/or coordinates bicycle, pedestrian and traffic calming safety projects by coordinating the efforts of a group of subordinates or peers toward completion of various phases of work, including planning, design, and construction.Prepares and makes presentations and conducts meetings with staff, committees, boards, commissions, approval agencies, stakeholders, advocacy groups, and legislative bodies.Supervises staff and leads the design and preparation of data, maps, charts, and other visual materials to illustrate ideas, processes, plans and/or reports.Represents the agency to the community and other stakeholders, including public agencies, to establish working partnerships, and explain policies, programs, and projects.Designs, conducts, analyzes, and evaluates reports and plans for technical, social, economic, and physical data for various transportation planning projects and grant requests.Analyzes data to prepare plans and projections for future conditions and trends concerning transportation demand.Evaluates technical aspects of transportation projects involving various transit modes, i.e., pedestrians, bicycles, light rail, trolley coach, motor coach and auto traffic.Designs, prepares and/or directs the preparation of visual materials, including graphs, charts, maps, and models to illustrate presentations of transit or transportation projects; develops databases for tenant related transportation statistics.Reviews and interprets legislation, codes and regulations, and applies transportation and other planning legislation to the development and implementation of transit and transportation projects.Applies computer-assisted analytical techniques to evaluate and/or forecast planning and operational data to assist in formulating transportation planning programs.Prepares written and oral correspondence in response to public, advocacy groups, Commissions, or other agency inquiries.Performs other related duties as assigned.How to qualify
MINIMUM QUALIFICATIONSThese minimum qualifications establish the education, training, experience, special skills and/or license(s) which are required for employment in the classification. Please note, additional qualifications (i.e., special conditions) may apply to a particular position and will be stated on the exam/job announcement.1. Possession of a Master's Degree from an accredited college or university in Planning, Transportation, Transportation Engineering, Public Administration or other closely related field AND two (2) years of transit planning and/or transportation experience;
OR2. Possession of a baccalaureate degree from an accredited college or university preferably in transportation, mass transit planning or other closely related field;
AND
four (4) years of transit planning and/or transportation planning experience.Substitution:Additional transit planning and/or transportation planning experience beyond the Minimum Qualifications may be substituted for the educational requirement on a year-for year basis.Additional post-graduate education as described in item 1 of the Minimum Qualifications may be substituted for required experience on a year-for-year basis(30 semester units/45 quarter units equal one (1) year of experience).Notes
