IMSolutions seeks an Acquisition Policy Specialist to fill exciting opportunities supporting the federal government.
This position is located in
Washington, DC, with the possibility of being
remote/hybrid. As an
Acquisition Policy Specialist , you will assist in developing, tracking, updating, and implementing new and revised policies, directives, operating procedures, manuals, instructions, and guidance. These functions include:
Reviewing, interpreting, and providing recommendations on proposed Directives, Policies, and/or Guidance to ensure alignment with mission requirements. Supporting policy and guidance development to align with FAR and DHS acquisition updates. Supporting the shepherding of new or revised guidance through the Agency policy review process. Conducting internal stakeholder briefings and information gathering sessions to share information about draft guidance and absorb feedback. Adjudicating complex feedback on policies and guidance obtained through the policy review. Conducting comprehensive research in collaboration with Government stakeholders. Assisting with implementing policy, tools, training, and programs to ensure regulation compliance. Providing analytical and consultant support on current DHS policies and regulations as well as policy implementation techniques. Provide comprehensive policy advisory support from initial planning through contract closeout. Perform contract compliance reviews before government approval; review and analyze documents; identify issues and recommend improvements. Provide detailed response recommendations to inquiries from GAO and DHS OIG. Provide recommendations on the development and/or updates of acquisition policy documents. Provide business and program analytics support for various programs within the Policy and Internal Control Section. Provide individual file summaries for each file reviewed and provide recommendations for compliance corrections and process improvements. Research and aid in answering questions received from AOD and program offices. Provide in-depth information via whitepapers, articles, news briefs, summaries, etc., to keep DHS current and informed about emerging issues and trends in the acquisition field including enhancing disaster acquisition methods and procedures. Include well-researched benchmarking information from other federal agencies on what they are doing and their best practices. Support knowledge management efforts to continue and foster lessons learned and best practices that can be provided to the workforce. Continually update various acquisition techniques to ensure that the best procedures are being used to impart lessons learned. Aid with mandatory internal/external reporting on acquisition-related issues such as developing and coordinating responses to the Government Accountability Office (GAO), DoD Inspector General (IG), and other auditors. Assist in reviewing and coordinating legislative packages and congressional requests for information on acquisition policy issues. What we are looking for:
Bachelor’s degree in relevant field of study with at least (10) ten years of experience (or Master’s degree with at least eight (8) years of experience) within the field required. Experience and subject matter expertise in Federal Acquisition Regulation (FAR) regulations and policies, including Homeland Security Acquisition Regulation (HSAR) and Homeland Security Acquisition Manual (HSAM), with the ability to evaluate all official contract file documentation to determine the incorporation of meeting the FAR standard and agency standards towards effecting “sound business judgment.” Proficient in Excel, Word, PowerPoint, and Outlook. U.S. Citizenship or Foreign National with a work permit and residing in the U.S. for three (3) or more years. Ability to pass a Federal Public Trust Clearance, which must be adjudicated favorably for you to begin working.
This requires fingerprinting and reporting on your previous employment, residence, education, and financial and legal background. Candidates may be disqualified for federal or state convictions of crimes; military court-martials, delinquent federal debt including taxes and student loans, current use of illegal drugs, or lying on their application. Base compensation range and benefits: $90,000 to $130,000 - Actual compensation is subject to variation due to such factors as education, experience, skillset, and/or location.
