The Senior Director of Research & Institute Programs will be a dynamic leader who will oversee research administration at the University of Missouri, School of Medicine (SOM), Office of Research and ensure efficient and effective operations that support the University’s and SOM’s strategic research mission.This position reports to the Sr. Associate Dean for Research (SADR) and has key leadership responsibilities as follows:Supports the Executive Vice Chancellor for Health Affairs (EVCHA)/SOM Dean and the SOM SADR in the effective management of sponsored research administered by the SOM and the implementation of SOM's mission and strategic priorities.Acts as an advisor to the SOM SADR and other associate deans and leaders in matters related to research.Contributes to the strategic planning process related to advancing research excellence with senior leadership.Develops and responds to performance metrics for all key areas of grant and contract administration and interactions with SOM.Advances the mission of service excellence in all sponsored program administration functions, services, and systems.Defines operational activities required for the SOM research program that provide for its growth and ensure its stability.Demonstrates a high-level commitment, enthusiasm, integrity and pride that becomes the practice of others.Establishes a highly efficient and effective administrative support systems and administrative teams that encourages dynamic growth and achievement of impactful results.Selects excellent subordinates and ensures their continued professional development.Leads by example with the result that subordinates and peers are empowered to better achieve their objectives.The successful candidate will:Function as the Senior Director of Research Administration in the SOM Office of Research and provide strategic leadership for the staff.Ensure timely and service-oriented pre- and post-award administration of all grants, contracts, sub-award agreements and subcontracts serviced by the SOM Office of Research in compliance with applicable policies and regulatory requirements.Develop, manage, and evaluate SOM pre- and post-award programs and policies to ensure compliance with agency requirements, state and federal regulations and University policies and goals.Oversee development and implementation of policies and procedures for financial compliance and research grants and contracts administration.Lead business process and systems improvement initiatives and identify and develop new procedures as necessary.Operationalize SOM policies and procedures as well as requirements of local, state and federal laws, regulation and standards applicable to research.Provide effective staff management, including assisting in the hiring, onboarding, training and development, workflow and performance management, and promotion of an inclusive and innovative work environment.Provide oversight to SOM-wide pre- and post-award contract negotiations and interpretations of federal and state guidelines.Oversee required annual audit activities for grant funds and other federal and state agency audits for the SOM.Advise faculty and school leadership regarding grants, contracts and agreements' interpretation, guidelines, and policies.Supervise the review of all budgets and administrative aspects of proposals prior to submission.Consult with contract administrators on contracts associated with external funding awards through stages of initial development to approval by all parties.Participate in accounting, fiscal management, business, technology and research meetings and trainings to meet annual professional development objectives.Collaborate with the Director of The University’s Sponsored Programs Administration (SPA) on controversial or sensitive contracting negotiations or policy decisions.Collaborate and interact with diverse groups of stakeholders, including staff and faculty in various units in SOM and MU campus.Complete special projects as directed by senior leadership.There are three key organizational areas of responsibility within the SOM Office of Research:Grants and Contracts Administration:Directs the planning, development, and provision of a full range of pre- and post-award services that facilitate the development, preparation and submission of proposals for extramural funding.Ensures effective, efficient and compliant management of federal, state and private funds, i.e. (Uniform Guidance). This direction will be orchestrated through both internal, SOM capabilities and through collaboration with the campus Research, Innovation and Impact office.Ensures faculty members are provided with effective and timely support throughout the development, review, submission, award, management, and closeout stages of sponsored programs. Ensure summary performance data are routinely shared with the SADR and other SOM leaders.Works closely with faculty, funding agencies and other campus research support resources to identify opportunities for proposal development, facilitates the formation of proposal teams, and helps identify collaborative research options.Clinical Research Administration:Supports Principal Investigators and research sponsors in the management of clinical research.Ensures Clinical Research Administration operations include regulatory management, coverage analysis, budget development and negotiation, and contract review/negotiation and execution.Research Compliance:In partnership and under the authority of the University Office of Compliance, ensure faculty and staff employees understand and comply with laws, rules, and regulations applicable to their work, preventing and detecting violations of law, regulations, and university policy, and promoting ethical conduct, i.e., Good Clinical Practices (GCP), the Responsible Conduct of Research (RCR).Oversees the development and implementation of systems and practices, which comply with legal and regulatory requirements to include the development and maintenance of effective data management systems. This aspect of research compliance will be executed with input from the Chief Research Information Officer.Ensures the research office generates timely, accurate reports for the purpose of establishing internal controls, monitoring activity, enabling the strategic planning process and evaluating the progress toward established goals.Additional duties as may be assigned.Contact Information
