Northrop Grumman's Launch and Missile Defense Systems is seeking a Director of Programs 1 to lead the oversight of a major Northrop Grumman supplier for the Next Generation Program. This position will be located in Tucson, AZ.

The Northrop Grumman NGI solution will provide enhanced technical capabilities that would be used to defend the U.S. homeland from Intercontinental Ballistic Missile (ICBM) threats as part of the Ground-Based Midcourse Defense (GMD) system. The team has built and tested key components of our Next Generation Interceptor solution, ahead of customer timelines.

The Northrop Grumman team is implementing advanced digital engineering techniques to reduce the time needed to advance the design through phases of maturity and reach operational capability as quickly as possible.

Following the successful completion of PDR, Northrop Grumman will continue maturing its NGI design on the path to its Critical Design Review. The first operational Next Generation Interceptor is forecast to be deployed as early as 2027.

Our NGI solution incorporates low risk, next-generation technologies and tailors modern practices within traditional execution to incrementally optimize engineering, manufacturing, and mission performance.

The Director of Programs 1 primary objective will be the oversight and delivery of all contractual requirements on cost and on schedule, while achieving all technical requirements and creating customer intimacy to support value creation strategies and actions.

Key Responsibilities for this role include:

Ensuring supplier execution and compliance with contractual requirements.

Oversight of supplier adherence to master plans and schedules.

Overseeing baseline change implementation for new Scope of Work added to the contract.

Identifying supplier technical, financial, and schedule risks and opportunities.

Developing NG and supplier relationships and intimacy to support program oversight.

Support NG and supplier work scope clarifications and dispute resolution.

Ensuring development and adherence of supplier to budget baselines utilizing Earned Value Management (EVM).

Managing and directing supplier oversight team to ensure technical, cost, and schedule rigor are achieved.

Program Managers are responsible for leading all phases of the program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Primary responsibilities are the management of cost, schedule, and technical performance of company programs or subsystems and include, but are not limited to:

Cultivating customer relationships and intimacy to develop further opportunities within the customer community.

Developing new business opportunities through long-term strategic planning, capture planning, and development of proposals and business plans.

Establishing a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.

Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.

Measuring and reporting program performance.

Delivering presentations to customers, executive management and other program stakeholders.

Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.

Establishing design concepts, criteria, and engineering efforts for product research, development, integration and test.

Creation, review and finalization of the program Statement of Work.

Identification, distribution, tracking, and completion of program requirements.

Establishment and management of the program and subordinate baselines.

Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.

Identifying, allocating and managing program resources, including workforce planning.

Managing Government/customer supplied property or information (GFE, CFE, etc.).

Managing suppliers to meet program objectives.

Adherence to all internal processes, policies, and applicable industry standards.

Ensuring program team understands and adheres to contract scope, and manages change through control board activities.

Development and adherence to master plans and schedules.

Conducting thorough risk & opportunity management practices including identification, mitigation and realization.

Basic Qualifications:

Minimum Education/Experience for a Director Programs 1: Bachelor of Engineering degree plus a minimum of 10 years of experience; Master's degree plus 8 years of experience.

Must have U.S. Citizenship and hold a current or active Top Secret clearance with the ability to obtain SCI/SAP level access.

History of Successful large Program Management.

Exceptional written and oral communications skills.

Knowledge and management of various CLIN types including CPIF/CPAF/FPIF/FPAF/FFP.

Preferred Qualifications:

Program management experience as a prime contractor with the Missile Defense Agency (MDA).

Familiarity with all aspects of interceptor development.

Salary Range:

$190,600 - $285,800

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
