Human Resource GeneralistPOSITION SUMMARYThe Director of Human Resources (HR) is responsible for overseeing all High Plains Community Health Center (HPCHC) human resource activities, supervising onsite HR staff, and communicating with others as a member of the Executive Team and through departmental support, responsible for assisting clinical departments attract and retain employees across the organization.HPCHC is an equal opportunity employer and strives to create an environment for career advancement and professional growth at all levels. HPCHC complies with organization-wide policies and Federally Qualified Health Center and OSHA requirements, related to the performance of HPCHC operations and requirements of the compliance program.PRODUCTIVITY AND EXPECTATIONS:The Director of HR is an essential component to the success of HPCHC. This position is expected to prioritize time and responsibilities in the following manner:40%: HR LeadershipLeads by modeling the mission, vision, beliefs, and values of the organization; promotes and role models highly effective interpersonal relationships.Timely, objectively, and constructively coaches staff as appropriate when practice and/or safety issues are observed or reported; communicates with the leader if an employee fails to respond to proper guidance or adhere to standards expected for quality; documents corrective actions and reviews with staff as appropriate.Investigate and resolve employee relations matters.Ensures the completion of staff performance appraisals assuring staff competence while emphasizing staff retention strategies through coaching and individual development.Leads or coordinates leadership and staff development as needed.Works collaboratively with other leaders to implement projects and initiatives.Provides applicable leadership training.Shares information with leadership and other employees for potential system or practice changes to remain in compliance with federal or state laws or regulations.30%: RecruitingRecruits new employees and clinical providers.Provides recruiting administration (data tracking/documentation) and ongoing updates to department leaders and assist leadership in decision-making.Participates in the process of interviewing and hiring for the clinic and promotes the recognition and retention of staff.Creates a database of contact information for recruiting sources, including schools and community partners.Builds and maintains strong and sustainable relationships with external organizations and community groups in support of robust and meaningful community partnerships.30%: Management of HR FunctionsResponsible for credentialing and privileging of health care employees and contracted providers.Benefit manager for HPCHC employees.Oversees all Human Resources functions and duties, recruiting, compensation, policy development and interpretation, compliance, performance management, employee development, and others.Ensure HPCHC is operating in accordance with employment laws and regulations.QUALIFICATIONSBachelor’s degree in human resources or related field; a combination of education and experience may be considered and is required.5 years of experience in HR as a Manager or Director is required.Prior online recruiting and direct staff supervisory experience is required.Human Resources certification such as Professional in Human Resources (PHR) or Society for Human Resource Management Certified Professional (SHRM-CP) preferred.Experience working in a community, social, or human services organization preferred.Experience working with diverse and/or underserved populations preferred.Spanish language proficiency preferred.GENERAL REQUIREMENTSDemonstrates commitment to the organizational mission, vision, and values.Maintains knowledge of federal and state regulations related to FQHC’s and relative practice area.Exhibits the ability to make sound decisions for delivery of care/services.Demonstrates effective relationships with clinic staff, patients, public, outside vendors/agencies, and providers.Communicates effectively; demonstrates ability to speak, read, and write professionally, as well as compile, analyze and present information in English.Maintains confidentiality of patient information.Exercises professional judgment, courtesy, and professionalism in daily interactions with others.Works both independently and as part of a team; establishes and maintains effective working relationships with health care team members and diverse patient populations.Displays time management and organizational skills to consistently meet deadlines.Performs other duties as required.There will be opportunities for other duties as this position may evolve and policies and training may change.
