Full Time General Description: Under minimal supervision, performs professional work of considerable difficulty, directing and coordinating the financial functions of the County including but not limited to policy implementation, direction of programs/service delivery, and resource management. Prepares extensive financial reports including annual comprehensive financial report, annual financial plan, and cost allocation plan; manages county accounting responsibilities to include annual audit, payroll, accounts payable, fixed assets, accounts receivable, project accounting, revenue accounting, grant accounting, and general accounting; provides financial analysis, research and statistics. Directs and evaluates Assistant Director of Finance, Accounting Manager(s), Supervisor I, Supervisor III, and supervises professional and clerical personnel in the performance of various accounting functions. Monitors and evaluates the existing services and develops plans for improvements and future needs. Provides evaluation and input into the development of goals and procedures. Provides narrative, financial and statistical reports as needed. Job Duties: Plans, organizes and coordinates staff tasks and activities responsible for the procedure and administration of the Finance Department. Administers annual budget, capital improvement plan, and debt compliance. Reviews financial impact for projects, ordinance and resolutions. Reviews work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate. Administers financial policies, transactions and activities as approved by Council. Reviews and acts on all issues which impact financial, cash flow, personnel, grants and other operations as requested by the County Administrator or Division Director. Coordinates financial programs between multiple agencies. Ensures sound financial management for the county and its assets based on accepted government accounting principles and practices; guaranteeing that expenditures do not exceed the budgetary appropriations. Analyses present and future budgetary cash flow concerns. Coordinates with other departments including but not limited to County Treasurer and Information Technology in order to ensure proper cash reconciliation and automated systems. Formulates the development and implementation of policies and procedures including financial internal controls for department operations, standards and systems regarding the operation of facilities and programs. Oversees selection, review and evaluation of other Department staff, establishes performance standards. Directs and supervises duties of staff. Maintains standards and coordinates staff activities. Addresses employee problems, complaints, disciplines and discharges. Maintains and coordinates the County budgetary process through working with Division Directors, Department Heads and County Administrator in preparing and analyzing projected budgets. Evaluates existing accounting methods and procedures to identify and correct problem areas. Maintains updated knowledge as to all pertinent laws, regulations and standards concerning and affecting Finance procedure and operation. Oversees compliance of Department with standards and policies established by the County and various regulatory agencies. Performs related duties as may be required. Job Minimum Requirements: Requires undergraduate degree in accounting, business administration, public administration, or related field with seven to ten years of progressive work experience in local government finance administration and supervisory experience or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities. Extensive knowledge of fund accounting, accounting principles and procedures, and software implementations. Demonstrates knowledge of governmental accounting standards and computer skills using Excel, Word, and ERP accounting systems. A licensed Certified Public Accountant (CPA), Certified Government Finance Officer (CGFO), or Certified Public Finance Officer (CPFO) is preferred.
