.Brief Summary of Job DutiesSupervises staff in the Advisor unit. Responsible for annual performance evaluations; recommends merit salary increases; takes action in response to complaints and resolves grievances; trains subordinates and student staff; assigns tasks and monitors the quality and completeness of assigned work; establishes daily and weekly work schedules. As part of the management team, participates in the overall planning, development, implementation and coordination of all phases of the federal, state and university financial aid programs. Works with staff to ensure that services are delivered to students within the parameters of the federal, state, and university regulations. Maintains fluency in the business rules of our software programs as they apply to internal applications as well as to external exports. Oversees staff's coordination and administration of the major aid programs like Athletic/ University Scholarships, Undergraduate Resource Reporting, and Education Abroad Program) as well as a number of minor programs (Consortiums, Teacher Education Program, and UCDC that interact with and affect aid eligibility. Responsible for developing processes and procedures that insures the efficiency of financial aid delivery to students including participating in decisions on staffing levels and major purchases for the units. Resolves student appeals and has authority to make exceptions. Participates in the overall planning and administration of financial aid office including the establishment of office policies and procedures. Represents the financial aid office and the University of California, Santa Barbara in the absence of the Director. Represents that financial aid office in presentations to prospective, new, and continuing UCSB students and their families.Required QualificationsBachelor's Degree in related area and/or equivalent experience/trainingTwo years financial aid experience, extensive financial aid knowledge, strong analytical and communication skills, supervisory experience, knowledge of campus policy and regulations, and ability to analyze and interpret dataDemonstrated strong communication skills and ability to work with frequent interruptions while paying close attention to detailExperience using complex databasesPreferred QualificationsMaster's DegreeSpecial Conditions of EmploymentMandated reporting requirements of Child AbuseSatisfactory criminal history

background checkUCSB is a Tobacco-Free environmentSeasonal periodic mandatory overtime and occasional evenings and weekends required.Job Functions and Percentages of Time:Managerial Planning and Administration - 25%Serves as a member of the senior management team of the Office of Financial Aid and Scholarships. Contributes to the overall strategic planning, development, implementation, and evaluation of all activities and services associated with a complex, dynamic organization which assists approximately 17,000 students and their Job Standards and disburses approximately $400 million annually. Maintains a comprehensive working knowledge of all federal, state, system wide and institutional programs administered by the Office of Financial Aid and Scholarships. Collaborate with other senior managers to plan and administer annual (6-month) staff Need Analysis Cycle training program that covers all federal, state and university regulatory changes. Represents the Office of Financial Aid and Scholarships in the absence of the Director or Associate Director. Works in tandem with other members of management team to resolve complex student issues and concerns. Helps ensure the department remains in compliance with federal, state and university regulations through oversight of programs, researching and responding to constantly changing regulation and interpreting policy.Staff Supervision and Training - 20%Supervises seven Advisors. Assigns workload; communicates office policies and procedures; hires and trains employees; plans and conducts staff meetings; performs yearly performance evaluations; responds to and resolves subordinates' grievances; and, resolves student aid issues requiring managerial review that are referred by Advisers and other University administrators. Makes exceptions to standard policies and to override prior decisions as warranted. Utilize professional judgment in a judicious fashion. Compiles documentation necessary to substantiate exceptions to policy. Makes decisions that reflect fairness and consistency while maintaining compliance with applicable federal, state and institutional regulations. Maintains a comprehensive knowledge of rules and regulations governing all federal, state, and university aid programs to ensure compliance. Maintains a comprehensive knowledge of all university policies and procedures. Serve as resource person for subordinates. Maintains a policy manual of policies and procedures.Web & Systems Testing, Maintenance & Communication - 10%Develops and maintains all web services for students, Job Standards, and other external customers. Ensures that these mediums accurately reflect current applicable federal, state, and institutional regulations and policies. Collaborates with SIS&T, programming staff and campus departments in developing and contributing to the UCSB Financial Aid Office web site. Trouble shoots web-based problems and makes suggestions to technical staff for solutions. Implements new technologies and strategies that can more effectively communicate with students.Special Programs - 40%Oversees staff's coordination and administration of the major UC-wide and special institutional aid programs Responsible for developing processes and procedures that insures the efficiency of financial aid delivery to students including participating in decisions on staffing levels and major purchases for the units. Resolves student appeals and has authority to make exceptions. Participates in the overall planning and administration of financial aid office including the establishment of office policies and procedures.Workshops/Committees - 5%Conducts workshops for student groups, campus departments, and for organizations outside of the University. Participates on ad hoc committees that review current departmental policies and procedures and recommend changes to management.
