This position is located at Consumer Financial Protection Bureau, ENFORCEMENT. As an Attorney-Adviser (Special Counsel for Discovery), you will serve as Special Counsel for Discovery providing expert legal advice and leadership in matters involving complex information gathering.Duties

As an Attorney-Adviser (Special Counsel for Discovery), you will:Develop and implement defensive and affirmative discovery strategies and processes for Enforcement's largest and most complex matters.Serve as an integral member of litigation teams by leading or supporting and advising on complex discovery issues raised in enforcement litigation. Take proactive measures to identify and address the e-discovery needs of litigation teams.Review the work of other attorneys on discovery issues, ensuring quality and consistency of legal advice rendered. Make recommendations to senior management regarding discovery issues.Lead the development and implementation of strategies and processes to efficiently and effectively complete discovery-related tasks, including identifying, collecting, and reviewing documents and information in response to discovery requests served on the Bureau to ensure compliance with applicable requirements; understanding and implementing technology assisted review methodologies; asserting privileges and making confidentiality designations in response to discovery requests; reviewing discovery materials produced by others; and formulating positions on and negotiating discovery disputes.Keep abreast of electronic discovery developments and assisting Bureau enforcement attorneys in understanding those developments. Prepare memoranda of fact and law and policy analyses relating to discovery issues, including complex issues regarding government defensive discovery, expert discovery, and privileges, including as applied to a government entity.Salary

$140,488 - $255,000/yearConditions of Employment

Minimum Qualifications for All Grade Levels:Law Degree:

Applicants must be a graduate of an accredited law school with an LL.B., J.D. or equivalent.Bar Membership:

Applicants must be a current member of a bar with a valid license to practice law in a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.ANDFor the CN-71:7 years of related experience. Such experience must include experience as a licensed attorney or directly related in order to be creditable, one of which is at or equivalent to the CN-60 (GS-14);

ORYou must have thirty-six (36) months of specialized experience at the CN-60 level (equivalent to the GS-14 level) that equipped you with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position.

Specialized Experience is defined as :

Experience in leading and conducting complex federal defensive and affirmative discovery in litigation and other civil proceedings.

Examples of related experience for this position are:Leading teams through discovery in federal court civil litigation.Developing and implementing defensive and affirmative civil discovery strategies.Experience with handling defensive discovery on behalf of government agencies.Analyzing facts, researching and formulating legal theories, and making recommendations regarding discovery issues.Drafting or supervising the drafting of memoranda and briefs regarding discovery disputes.The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
