Therefore, we encourage responses from people of diverse backgrounds and abilities.CBMS what is it?The Colorado Benefits Management System (CBMS) helps manage data intake, eligibility determination, and benefits disbursement for applicants who are potentially eligible for public benefits. It is a highly complex system that supports multiple agencies and programs. Most notably, this system supports the administration of critical state of Colorado benefits such as Medicaid, Child Health Plan Plus (CHP+), SNAP, WIC, and TANF.What will you be doing?The Head of Product leads a joint Colorado Department of Health Care Policy & Financing (HCPF) and Colorado Department of Human Services (CDHS) team responsible for product management of CBMS. This team collaborates closely with the Governor’s Office of Information Technology (OIT) and contracted vendors on technical operations of the CBMS system components. Ultimately, it is the Head of Product’s responsibility to ensure that these technologies meet the needs of program users and HCPF and CDHS State program administrators.Job duties include, but are not limited to, the following:Leading the development, implementation, and management of a CBMS technology product roadmap for near- and long-term initiatives.Provides operational and strategic direction and oversight to the CBMS Product Director and other roles as needed.Collaborates with and manages up to senior state leaders, county leaders.Responsible for responses related to requests about CBMS from the media or public.Overseeing multiple product workstreams related to technology optimization and strategic improvement.Overseeing and directing vendor teams from HCPF and CDHS in support of the overall product strategy alongside the Product Director.Defining KPIs and measurements of projects, system performance, and monitoring of the ongoing performance of the CBMS system.Consulting directly with counties in coordination with CDHS and HCPF Community Engagement teams to identify and refine needed improvements.Overseeing and leading modifications to frameworks, templates, and other tools for day-to-day product management alongside the Product Director.Ensuring vendor-proposed hours for each project are appropriate, managing escalations to the Product Director.Overseeing all product budgets and addressing or escalating financial issues as they arise, alongside the Product Director.Ensuring effective utilization of technology resources to deliver integrated benefits.Holding vendors accountable for delivering high-quality product outcomes in line with the product strategy.Managing all work to drive continuous improvements to product design, usability, and accessibility.Identifying opportunities for integration across different products.Directing work across teams in CDHS, HCPF, and OIT to ensure work can be managed strategically.Minimum qualifications:At least nine years of professional experience in a technology-related role, ideally product management, software engineering, user research, or other technical roles.ORBachelor's degree in a technology-related discipline; or related field; AND at least five years of professional experience in a technology-related role.Substitutions:Additional appropriate education will substitute for the required experience on a year-for-year basis.Additional appropriate experience will substitute for the required education on a year-for-year basis.Preferred Qualifications:At least 10 years of experience as a Product Manager in complex environments; extensive experience with service delivery and customer satisfaction.Experience in a leadership role managing technology teams or multiple simultaneous projects.Experience in working in cross-functional teams and working with parallel product teams in developing and delivering software.Use of measurement tools or frameworks to track product performance.Experience in delivering iterative application improvements, prototypes, and pilots in an agile way.Experience working across in-house engineering, user research, and 3rd party platform and contractor teams to deliver a product.Conditions of Employment:Must be willing to submit to and able to successfully pass a criminal background check.This position will have to travel to conduct job duties.Former State employees who were disciplinarily terminated or resigned in lieu of termination must disclose the information on the application.How to Apply (PLEASE READ CAREFULLY)Applicants are encouraged to attach a cover letter and resume to their application.
