The position:
We are seeking to fill a
Labor Compliance Officer
Position. The
Labor Compliance Officer , under the general direction of the Contracts & Procurement Manager, ensures full compliance with federal and state prevailing wage requirements as it relates to SHA construction projects. Monitor regulatory compliance for labor standards, review project reports, conduct field interviews, resolve problems, recommend corrective actions, and provide technical support for all contractors, subcontractors, vendors, and suppliers who have construction contractual agreements with SHA. Evaluate and monitor compliance with state, federal and local laws, and regulations regarding labor standard requirements, and Department of Housing and Urban Development (HUD) Section 3 employment and social equity commitments.

Answer the
supplemental questions , if applicable. The ideal candidate has: Five years’ experience in business or purchasing and contract administration or closely related field; minimum of three years of increasingly responsible experience in an analytical or research-oriented job that included regulatory enforcement, auditing, accounting, or similar work. Bachelor's degree with major course work in business administration, construction management, engineering, or related discipline. Four additional years of business, purchasing, or related experience may be considered in lieu of the required degree. Certification by the National Institute of Governmental Purchasing or National Association of Purchasing Management preferred, but not required. What will you be doing? Provide technical assistance to contractors and subcontractors in implementing assigned projects according to applicable federal, state, and local rules and regulations. Monitor and ensure prevailing wages are being paid, and projects are in compliance with state and federal labor standards. Conduct audits, site visits, and inspections on SHA construction projects and at locations where SHA-purchased goods and services are being delivered or performed by contractors to ensure prevailing wage requirements and compliance with applicable laws and regulations. Review certified payroll for accuracy of wages and justification of wage interviews, apprenticeship documentation, HUD determined wage rates, and determine instances of non-compliance and advise contractors of instances of non-compliance. Prepare detailed reports of all activity; compose correspondence to contractors regarding reporting discrepancies, violations of contract provisions and potential penalty action; compose progress and program reports as required by local, state, or federal funding agencies. Serve as a liaison between SHA, HUD, USDOL, and Labor & Industries and other local, state, and federal regulatory agencies, contractors, and other involved parties. Review proposals, plans, bid specifications, and documents for compliance with program and statutory/regulatory requirements; work with other departments to ensure that all parties at pre-bid, pre-construction and construction conferences are aware of contract compliance requirements. Monitor and evaluate projects for progress and make recommendations for necessary corrective action. Assist in the development of policies and administrative procedures related to the implementation of a contract compliance program. Provide training and informational presentations to co-workers, agencies, contractors, citizens, and others; may supervise lower classified employees, as required. Establish and maintain effective working relationships with HUD, USDOL, and Labor & Industries, employees, contractors, and the general public; attend federal or state agency meetings as appropriate. Facilitate the participation of staff to develop, implement, and continuously improve service delivery to ensure attainment of the core strategies and mission of the agency; coach and support staff in the development and implementation of work plans and/or initiatives working cooperatively and interdependently with others and all departments. Ensure that all safety and health rules, standards, and procedures are observed; conduct monthly self-inspections of work areas and practices to eliminate potential hazardous conditions; arrange for, conduct and ensure that accident investigations of all accidents are formally reported on or within the next work day of when the accident occurred; monitor and enforce the agency's Safety and Health Program, and actively support and participate in the Emergency Preparedness program and tasks. Perform related duties as assigned.
