(MEL) Performance Analyst

in anticipation of an award. The

MEL Performance Analyst

will provide business performance analysis services, project self-assessments, and develop action plans to operationalize performance excellence. Analytics will be conducted on procurement and delivery services performance, including indicators for efficiency and effectiveness to ensure adherence to performance requirements. The

MEL Performance Analyst

will work closely with project leadership, quality assurance, training, communications and knowledge management personnel to generate, analyze, document and share information on how procurement and logistics services affect availability of health commodities. In addition to all the necessary qualifications of a contracts professional, the selected candidate must be comfortable working in a dynamic and high-energy environment.This position will be considered fully remote but must be able to accommodate the Eastern US time zone.DUTIES:Externally reports performance against contractual key performance indicators (KPI) and other performance metrics.Regularly runs reports.Creates visualizations, briefings, and presentations.Generates narrative text to report and summarize findings together with Communications and Knowledge department.Together with Quality Assurance, the MEL Performance Analyst will assist in USAID-directed root cause analyses.Assesses actual performance against KPIs and Acceptable Quality Levels (AQLs) at a macro and micro level as required by management or dictated by circumstances.Responds to data calls and requests for reports from external resources, with primary support provided to USAID, USAID mission, the QuTI contractor, and any other MEL staff.Together with Quality Assurance and Training Specialists, develop action plans on identified issues and work with project leadership to ensure action plans are operationalized.Analyze trends and make recommendations for process improvements.Perform other duties and special projects as required.REQUIREMENTS:Five (5) years of experience in analytics or performance management roles for either U.S. Government agencies or U.S. Government contractors.Education:

A Bachelor’s degree in a relevant/related field from an accredited college.Language Skills:

Proficiency in written and oral English language.Knowledge, Skills, and Abilities:Direct experience with Microsoft Excel, Access and business intelligence tools such as Power BI, Tableau, or similar software.Strong knowledge of various performance reporting methods, formats, and techniques.Excellent writing and communication skills and good judgment.DESIRED QUALIFICATIONS:Experience in procurement, logistics, public health, or pharmaceutical industry analytics is preferred.
