Job Description:STC is seeking multiple Satellite Systems Engineers to support the NOAA National Environmental Satellite, Data, and Information Service (NESDIS) Office of Common Services (OCS). OCS plans and executes common services for NOAA’s satellite, data, and information capabilities. These capabilities are critical to acquiring, processing and managing the environmental data from NOAA’s satellite missions, for facilitating access to non-NOAA domestic and international satellites and commercially-acquired data, and for stewarding and providing long-term products and services for all approved NOAA and external partner data. NESDIS has developed its Common Cloud Framework (NCCF) as it builds enterprise satellite ground services in the Cloud. Work involves applying systems engineering expertise to support ongoing development of the NCCF.
Job Requirements:
Infuse systems engineering expertise and best practices to help bridge traditional SE approaches with Agile development approaches adopted for the NCCF
Formulate, execute, advise on, and explain recommendations or solutions to modify standard practices, processes, and techniques; resolve a wide variety of complex problems.
Provide project management and coordination support and services for assigned development of current and future NCCF capabilities and initiatives
Lead development of NCCF portfolio management strategies, business processes and governance and policy documents
Support the migration of current mission-unique and on-premises capabilities to identify common services through collaboration between the OCS and partner NESDIS offices
Work collaboratively with stakeholders to define and document system requirements
Lead and facilitate workshops, technical meetings and document reviews
Track project activities and document progress on tasks and deliverables
Essential Requirements:
Extensive experience in areas such ground processing and distribution, requirements analysis, and software development and design for NASA/NOAA environmental satellite programs
Experience with system development methodologies (e.g., Agile, waterfall)
Excellent written and verbal communication skills
Highly experienced leading projects and working independently
Conversant in: SAFe / Agile, AWS Cloud Services (certification preferred), NASA and NESDIS traditional SE methodologies, Microsoft Office and Google Suite
Education:
Bachelor's degree in Systems Engineering or related engineering-intensive discipline with 10+ years of professional experience, or; related discipline with direct experience supporting systems engineering on a major NOAA/NASA satellite project
PMP highly desired
