Global Science & Technology, Inc (GST), a growing scientific and high technology company, is seeking a Strategic Management Consultant to support National Oceanic & Atmospheric Administration (NOAA).This position is located in Silver Spring, MD, but is temporarily approved for a hybrid model of onsite and telework.Position Summary:GST is seeking an experienced consultant to facilitate National Oceanic & Atmospheric Administration (NOAA) satellite division leadership retreats focused on a new vision framework and help the leadership team develop a strategic implementation plan. This will be a part-time position to span approximately one year.Primary Duties:The new satellite division vision aims to position the Center for Satellite Applications and Research (STAR) as the foremost authority of satellite remote sensing applications and research for a Climate Ready Nation under an earth systems science framework, while sustaining its successes as the provider of the most useful and relevant products and services for a Weather Ready Nation.The consultant will:Meet with the Director to understand his vision for STAR and read/assimilate the NESDIS vision framework.Organize six monthly full-day retreats with the leadership team, each retreat focused on key themes and elements from the vision framework.Facilitate the leadership team retreats and capture key takeaways, highlights, and actions.Develop a STAR strategic implementation plan.Required Education/Experience/Skills:Minimum requirement is a bachelor's degree, preferably in a science field related to satellite engineering or remote sensing. Master's degree is preferred. In general, some education relevant to environmental science, meteorology, oceanography.Knowledge of environmental satellite observations and data, or foundations of science and technology or marine environmental policy.Experience leading senior leadership retreats or workshops and facilitating discussion.Ability to capture discussion details and summarize in high quality reports.Experience translating discussion outcomes and other research results into strategic plan format.Good writing, editing, and basic graphic design skills.Excellent communication skills are a must have.Selected applicants will be subject to a government background investigation.GST offers competitive salaries; vacation, sick, and holiday leave; major medical, dental, life, long-term and short-term disability insurance; 401K retirement plan; tuition assistance; and opportunities for employee career growth and development.All qualified applicants will receive consideration for employment without regard to age, race, color, religion, sex, national origin, disability, veterans' status, sexual orientation and gender identity.
