CLINCIAL DIRECTOR JOB DESCRIPTION

POSITION SUMMARY

The

Clinical Director

operates as a part of the RMBHS executive team that promotes the growth and progression of the agency and oversees the delivery and outcomes of RMBHS clinical services in the areas of clinical compliance, program operations, program marketing, and staff supervision.

ESSENTIAL FUNCTIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required (other duties may be assigned):

PROGRAM OPERATIONS

Oversee day-to-day site operations for all onsite/offsite staff to include safe and effective clinical staff workflows, efficient systems for scheduling, management of clinic flow, referral tracking, and facilities.

Collaborate with CEO to prepare and manage a budget that facilitates agency growth.

Identify, build, and maintain relationships with community partners to increase new business and referrals.

Maintain high quality clinical skills based upon current clinical theories, best practices, and principles of service delivery to supervisors as well as clients with severe or chronic mental/behavioral health symptoms and diagnoses.

Ensure clinical coverage by directing the assignment of clinical cases and assigning case loads.

Maintain sufficient staffing for all locations by participating in the recruitment, selection, and staff scheduling.

Develop and implement goal plans.

Coordinate staff activities to provide services to individuals/families.

Ensure the timely scheduling and completion of required forms and other required documents.

Manage the overall scheduling of consumers and oversee the consumer scheduling for direct services with the program medical director.

Facilitate ongoing clinical collaboration with appropriate staff to ensure continuum of care for mutual consumers.

Attend and at times lead Multi-disciplinary Treatment Team meetings, monthly provider meetings, and all other required RMBHS meetings.

Meet weekly with Program Director to discuss status updates and advise on program efficacy, program management, best practices, clinical structure, policies, and service delivery.

Meet with prescribers semi-monthly to discuss best practices, standards, and patient care.

Serve as point of contact for communication responses via phone, email, or text, from clients, families, referrals, and staff in a timely manner.

Maintain a small consumer caseload and ensure the completion of deadlines.

Maintain ongoing communication with staff, administration, and leadership.

Provide patient coverage in the absence of clinician support.

Facilitate in-service training for staff.

Manage all internal and external complaints within 24 hours.

COMPLIANCE

Fulfill all administrative requirements under COMAR 10.21.17.

Track and submit weekly quality assurance reports.

Comply with CARF, COMAR, HIPAA, and State compliance regulations.

Ensure staff compliance with electronic medical records (EMR) and uphold 48-hour documentation standard.

Ensure all treatment plans are up to date and signed by all parties within a week.

Ensure staff compliance with all RMBHS mandated training.

Ensure compliance with all federal, state, local, and industry regulations.

In collaboration with the medical director, ensure staff compliance with credentialing and privileging.

Develop a proficient knowledge of Medicaid regulations, RMBHS billing, and compensation standards.

Maintain knowledge and skill in applying the DSM-V or the most current edition.

SUPERVISION

Provide weekly clinical supervision to clinicians, review the assessment of patients, and sign appropriate documents to confirm supervision.

Hold monthly team meetings to address difficult cases, group supervision, discuss staffing, etc.

In collaboration with the medical director, ensure staff compliance with credentialing and privileging.

In collaboration, when appropriate, with the medical director, ensure that all staff are appropriately trained.

In consultation with the medical director and program staff, identify staff training needs required to maintain program standards.

Manage the completion of administrative and clinical duties of a small multi-disciplinary team.

Ensure each practitioner complies with quality assurance and documentation requirements.

Oversee, train, and develop staff to include performance management (establish performance standards, develop priorities, set goals).

PHYSICAL DEMANDS

Ability to sit for several hours.

Ability to frequently utilize the computer and other office technology.

Occasional standing and walking throughout shift.

Ability to travel to various program locations.

Ability to work evenings and some weekends.

REQUIRED EDUCATION/EXPERIENCE

Minimum of a master’s degree in human services, psychology, and mental health/rehabilitation counseling or a related field from an accredited college or university.

Must have a valid license as a Certified Supervised Counselor (CSC-AD), or Certified Associate Counselor (CAC-AD).

Must have and maintain an approved Supervisor status under the Maryland Board of Professional Counseling during the duration of this contract.

Minimum of 5 years’ management or supervisory experience in a healthcare environment required with a track record of success in leading, managing, and delegating at multiple staff levels, 2 years of which include providing administrative or clinical supervision.

At least 5 years of clinical experience in an alcohol or other drugs (AOD) or mental health setting preferred.

Must understand the Intensive Outpatient Program, Outpatient Program, and Early Intervention.

Strong knowledge and experience with operational budgeting.

Superior at building relationships and marketing strategies.

Excellent working knowledge of EMR, COMAR standards, and clinical territory.

Adept at leading a team while building a positive rapport to manage expectations.

Ability to establish priorities and manage multiple actions while meeting deadlines.

Strong interpersonal skills including tact, diplomacy, and flexibility to work with diverse populations.

Demonstrated ability to write clear and concise reports and memoranda.

Consultant also agrees to:

Participate in quality assurance and performance improvement plans by completing periodic audits or other activities to ensure regulatory compliance and/or improve service delivery.

Responsible for following regulations of COMAR, CARF, any other regulatory body, and company policies/procedures related to service delivery and documentation and co-facilitating orientation of all new hires to these as well.
