The PositionUnder minimal direction, the Chief, Division of Water Resources, plans, organizes, controls, and directs the program activities of the Division of Water Resources within the Public Works Agency. Programs include, but are not limited to water resources engineering; drainage and flood control; and water supply.

There is an additional 3.35% Management Differential which is added to the posted salary for this class.

Examples of Knowledge and AbilitiesKnowledge of

Principles and practices of public administration, organization, and management;

Engineering principles and practices applicable to water resource development for regional and local use;

Storm drainage (including water quality issues) and flood control;

Construction practices pertaining to such projects;

Principles and techniques of personnel management and supervision;

Budget preparation;

Engineering economics, including modern program funding mechanisms;

Local, state and federal agencies, programs and legislation affecting county operated projects for water supply, flood control and storm drainage;

Methods and procedures for evaluating program results;

Thorough understanding of who the environmental and civic organizations are, their agenda, and how they interact within the political arena.

Ability to

Evaluate difficult design work;

Coordinate the work of engineers, technical personnel, maintenance personnel and administrative personnel;

Prepare reports, specifications, contracts, and agreements for presentation to the Board;

Direct the preparation of complicated and comprehensive budgets;

Establish and maintain an effective public relations policy with local politicians, environmental and community organizations including coordination with local, state and federal regulatory agencies;

Analyze engineering managerial problems and work out effective solutions;

Train and direct personnel;

Maintain effective working relationships with subordinates and others;

Make effective oral and written presentations of conclusions and recommendations.

Employment QualificationsMinimum Qualifications

Either : 1. Four (4) years of experience with Sacramento County performing the duties of a Senior Civil Engineer or higher. Two (2) years of this experience shall be in water resources engineering.

Note: A maximum of one year of the required water resources engineering may be substituted by a Master's Degree in water resources engineering.

Or: 2.

Possession of a valid certificate of registration as a Civil Engineer issued by the California Board of Registration for Professional Engineer;

And

Four (4) years of experience comparable to that in the Senior Civil Engineer class or higher in Sacramento County. Two (2) years of this experience shall be in water resources engineering. Experience must include technical, administrative, and fiscal experience at a management level; suggested duties include budget preparation, analysis, and control; policy development and recommendation; difficult technical engineering review and assistance; supervision of professional engineering personnel and others engaged in the planning, design, and construction of engineering projects; supervision of the preparation of contracts, plans, and specifications; and contract writing.

Note: A maximum of one year of the required water resources engineering experience may be substituted by a Master's Degree in water resources engineering.

If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
