The

Chief Information Officer

(CIO) is responsible for co-directing CJN’s strategic technology direction to support business functions and operations with the Chief Technology Officer. The CIO will provide sound technical leadership in all dimensions of CJN and will communicate with customers, employees, and stakeholders to make sure that CJN’s technologies and software are used effectively. The CIO will have excellent analytical thinking ability, a business-oriented mindset, and good communication skills. The CIO co-leads CJN in technical decision making and security matters; trains other CJN employees and provides demonstrations and technical expertise for potential new customers and integration partners. In addition, this position develops client, server and database code for complex software systems and integration services. Configures and maintains web, databases, application, domain controllers and middleware technology. With the CTO, develop CJN’s strategy for the use of technological resources.

The scope of this position is to provide oversight, direction, and leadership to multi-functional teams performing activities related to monitoring of CJN systems, applications, and servers. Serves as an integral member of CJN’s leadership team to make a wide range of policy and management decisions for the agency. Ensures programs are developed and operated in accordance with best practices.

The Criminal Justice Network (CJN), a joint powers organization supporting Minnesota’s law enforcement and criminal justice agencies information technology needs, is seeking to hire a Chief Information Officer. For 25 years, CJN has provided state of the art information technology and integration services to thousands of Minnesota criminal justice professionals. Minnesota’s law enforcement community has come to rely on CJN to provide real-time information to officers, investigators, and command staff while improving the efficiency and effectiveness of criminal justice processes from officer report writing to integration of information with jails, prosecutors, courts and probation.

Minimum Qualifications

Bachelor’s degree in computer science, Engineering, Management Information systems or related field; AND

Ten years of senior leadership experience in technology, with a strong background in software architecture and design, which includes at least five years of experience managing and supervising application development teams and an expertise in software development methodologies, cloud technologies, database management, and cybersecurity best practices; AND

OR

Equivalent combination of education and experience to equal or exceed 15 years. Experience needs to be equivalent as outlined above.

PREFERRED QUALIFICATIONS

Proven track records in leading teams to deliver complex software solutions.

Excellent communication skills and ability to collaborate effectively with cross-functional teams and external stakeholders.

Knowledge of software and hardware systems integration.

Experience in the criminal justice field.

Duties & Responsibilities

Develop and execute software strategies aligned with business goals, focusing on scalable and resilient software architecture.

Collaborate closely with executive leadership to align technology initiatives with company objectives and strategic vision.

Lead a multidisciplinary team to design and deliver high-quality software solutions.

Ensure compliance with regulatory standards (e.g., CJIS, NIBRS) through innovative software architecture and design.

Collaborate closely with stakeholders to prioritize and develop products that meet evolving user needs.

Evaluate emerging technologies and architectural patterns to enhance software scalability, performance, and maintainability.

Manage technology budget effectively and mitigate risks related to software architecture and development projects.

Provide demonstrations and technical expertise for potential new customers and integration partners.

Work in concert with the Chief Technology Officer to develop and implement CJN strategic technology direction.

Research new technologies and make recommendations to the CJN Leadership Team and CJN Board.

Partner with the CJN Leadership Team to develop a technology business model that meets internal and external needs, including the recommendation of new systems, updates and identifying appropriate funding.

Recommend, estimate, design and implement new features and integrations for CJN applications, based on support issues, user groups and comments from users. Create tasks with technical details for other developers.

Interview, select and manage software development contractors.

Work closely with business customers to analyze and prioritize business problems and make recommendations for information technology solutions that include consideration of package software or custom development designs.

Apply experience in use of system development life cycle (SDLC) methodology and perform system requirements definitions, systems analysis and design, and prototyping as part of systems development.

Participate in the development and revision of organizational standards and policies.

Share the following with lead or senior developers:

Write client, server and database code. Help other developers with issues, document processes and common problems.

Supervise application development staff.

Lead application developer role in the design and development of applications for the Criminal Justice Network.

Develop, analyze, and evaluate applications in cooperation with affected departments and agencies.

Training and customer demos – provide training on all CJN applications. Present CJN application demos to potential new partners.

Provide Software support – answer calls and emails from users for support with CJN applications. Provide 24/7 support on a rotating basis.

Resolve system production problems for assigned systems on all on-call basis, this includes the support phone after regular business hours.

Extensive experience with Microsoft development stack, including Microsoft Azure, and emerging technologies.

Strong verbal and written communication skills with listening skills.

Excellent consulting, customer service and people skills.

Experience with project management methodology and Systems Development Life Cycle (SDLC).

Ability to multi-task effectively.

Self-motivated and ability to work with minimal supervision.

Comprehensive knowledge of computer and information systems.

Ability to work under pressure with others.

Ability to prepare instructional documentation and conduct staff training.

Ability to coordinate projects and activities for technical staff.

Ability to provide leadership in assigned areas of responsibility.

Work EnvironmentWork is primarily sedentary, usually performed while comfortably seated at a desk within a professional office building. Some travel is required. Lifting requirement of up to 10 pounds on an occasional basis. Equipment used may include, but is not limited to laptop, printer, calculator, telephone, cell phone, and copy/fax machine.
