Job Description:

The objective of this requirement is to provide advisory and assistance support (A&AS) to the Office of the Deputy Under Secretary of the Air Force, International Affairs (SAF/IA), Regional Affairs Directorate, Central Division (SAF/IARC), Bahrain Country Desk, to support the sale of F-16 Block 70 aircraft to, and upgrade of legacy F-16 aircraft for, the country of Bahrain.

Responsibilities:

Providing expertise in program management and tailored weapons system acquisition, training and logistics delivery support for managing and timely delivery of requirements in accordance with the LOAs signed between the United States and the Partner Nation.

Analyzing existing US military and host nation defense and capability requirements, identifying/assessing alternative sustainment and enhancement strategies, providing recommendations, and assisting in defining requirements for future programs. Ensure up-to-date information is in the SAF/IA partner capabilities database for assigned programs, countries, or regions.

Providing input, as tasked by SAF/IA senior leadership, Division Chief/Deputy Chief, and the SAF/IA Country Director, to USAF Security Cooperation Enterprise stakeholders, including the AF Life Cycle Management Center (AFLCMC) and various USAF Weapon and System Program Offices for action and response to Partner Nation Government/MoD and Air Force.

Providing expertise in the program and logistics management of the specified program or weapon system for the task order and support infrastructure and facilities employed by the Partner Nation. Provide expertise in munitions capabilities and employment associated with the Partner Nation’s weapons systems.

Analyzing current and future Partner Nation weapons/defense/language capabilities acquired through both FMS and DCS channels and assessing life cycle interoperability and product support impacts to the Task Order specified weapon system.

Traveling in support of the client and customer.

Minimum Requirements:

A Master’s Degree with a desired emphasis in an International Affairs curriculum.

A SECRET Security Clearance.

A minimum of five (5) years’ experience with demonstrated effectiveness and success in the mission areas below:

USAF LOA development, execution, and/or portfolio management and/or experience as SAF/IA Country Desk Officer

Experience with the weapon systems or support systems in the TO

Knowledge of FMS case programming, Security Cooperation programs, Building Partner Capacity programs.

US DoD staff experience in a military or civilian capacity.

Professional Military Education through the Intermediate Developmental (O-4) level.

Knowledge and general understanding of USAF roles and missions.

Knowledge and general understanding of security cooperation, international affairs, security assistance, foreign military sales including the processes, legislation, and players.

Knowledge and understanding of SAF/IA’s role in USG and international security cooperation community.

Demonstrated experience implementing DoD acquisition policies, laws, regulations, and guidance required to implement FMS LOAs.

Familiarity with USAF F-16 operations, exercises, and training, including Red Flag scheduling.

Familiarity with USAF F-16 operations and maintenance support requirements.

Thorough understanding of DODI 1315.20, CJCSI 3126.01, AFPD 16-1, AFI 16-109, USAF Global Partnership Strategy, U.S. Export Control laws, regulations, and procedures, DSCA Security Assessment Management Manual (SAMM), International Traffic in Arms Regulations (ITAR) and US Government National Disclosure Policy (NDP).

Demonstrated successful performance in FMS case development, programming, and implementation.

Desired fluency or proficiency in the language of the Partner specified in the TO.
