This role is a critical partner and catalyst for change within the Eurasia Foundation. You’ll leverage your deep understanding of our goals and challenges to deliver cutting-edge solutions that align with EF’s strategic vision. You'll ensure the reliability, security, and efficiency of our IT infrastructure, systems, and services, helping us exceed the expectations of our growing organization. The Senior IT Manager reports directly to the Vice President for Operations.Essential FunctionsCollaborate with the VP of Operations to craft and implement long-term strategic plans for efficient and cost-effective information and communication technologies.Lead IT department operational and strategic planning, including organizational requirements, project planning, and resource allocation.Support technology investment decisions that balance current operational demands with a longer-term strategic vision.Develop and maintain technology guidance, roadmaps, principles, standards, policies, and best practices.Operational ManagementEnsure IT infrastructure and operations support organizational processes, planning, and strategic vision.Define and communicate milestones, service level agreements, and resource allocation.Manage the IT department budget, optimizing resource allocation for maximum efficiency and cost-effectiveness.Oversee the deployment, monitoring, maintenance, development, and support of IT assets.Direct research and implementation of innovative technology solutions.Develop, implement, and maintain IT policies, including security, disaster recovery, standards, procurement, and service management.Manage procurement processes and relationships with IT vendors and service providers to ensure high-quality service delivery, negotiate contracts and pricing, and evaluate new technologies to support business objectives and drive innovation.Develop and implement robust IT disaster recovery plans, ensuring rapid and effective response to incidents.Train staff on technology use and information security awareness.CybersecurityContinuously monitor networks and systems for security breaches, intrusions, and suspicious activities using advanced security tools and techniques. Investigate and respond to security incidents to mitigate and resolve issues promptly.Conduct regular vulnerability assessments and penetration testing to identify security gaps.Develop and implement risk management strategies to address identified vulnerabilities and reduce the overall risk profile.Develop, update, and enforce comprehensive cybersecurity policies and procedures. Ensure compliance with industry standards, regulations, and best practices across all organizational units.Design and deliver cybersecurity awareness training programs to educate staff on security best practices, threat recognition, and incident reporting. Conduct regular phishing simulations and other security drills to enhance the organization's overall security posture.Develop, maintain, and test incident response plans to ensure the organization is prepared to handle security incidents effectively.Oversee the implementation, configuration, and maintenance of security infrastructure, including firewalls, intrusion detection/prevention systems, anti-virus software, and encryption solutions.Managerial ResponsibilitiesCoach the IT team to deliver top-notch customer service by setting clear expectations, defining reporting lines and timelines, setting performance objectives, providing regular and constructive feedback, and guiding professional growth.Build and strengthen internal IT teams to enhance IT services across the organization.Education and Experience:Bachelor’s degree preferred, or equivalent combination of education, training, and experience.At least ten years of experience managing IT operations.Qualifications/ExperienceProven track record in IT infrastructure strategic planning, project management, and policy development.Strong leadership and management skills to lead a team of IT professionals and drive strategic initiatives.Demonstrated technical knowledge of current network and client operating systems, cloud and on-prem infrastructure, hardware, protocols, and standards (e.g., Windows OS, O365, Azure, HP hardware).Extensive experience in managing and/or directing IT operations.Understanding of performance monitoring and optimization techniques to ensure the reliability and efficiency of IT systems.Ability to present ideas in organization-friendly and user-friendly language.Highly self-motivated, self-directed, and attentive to detail.Extensive experience working in a team-oriented, diverse, collaborative environment.Understanding of working with staff in high-risk security contexts.Great project management skills, including organization, planning, time management, and prioritization.Excellent written, oral, and interpersonal communication skills in English.Strong problem-solving, critical thinking, and decision-making skills.Experience in the nonprofit sector.Eurasia Foundation is committed to providing access, equal opportunity, and reasonable accommodation for individuals with disabilities in employment and in our services, programs, and activities.
