Job Description

Jefferson Consulting Group (Jefferson) is an award-winning professional services firm dedicated to helping government and industry solve problems and deliver results. Jefferson has provided institutional support and capacity building to USAID through 40+ contracts and subcontracts, including major buy-in mechanisms that have reached seven USAID Bureaus and over 70 Missions. Jefferson seeks a highly qualified individual to serve as a Localization and Capacity Building Specialist in support of USAID-funded activities. The ideal candidate will have experience in the following areas:Work closely with and build the capacity of local, new and non-traditional partners of USAID. Areas of capacity building include the following: developing or adapting financial systems to comply with USAID regulations and more effectively manage USAID funding and developing compliant talent management systems so that organizations become better equipped to recruit and mobilize experts in support of their new business and program management portfolios for engaging with USAID.Develop approaches that incentivize broad participation of local, new and non-traditional partners in USAID localization efforts.Partner landscape analyses and mapping.Organizational pre-award assessments.Design and manage a subgrant program designed to select and support the capacity building of new and non-traditional USAID partners. This includes pre-award planning, evaluation, post-award management and development and management of compliance requirements.Develop the capacity of organizations to use monitoring, evaluation, and learning (MEL) framework modules on both a programmatic and systematic basis to help partners present their results to USAID.Develop the capacity of organizations to use Collaborating, Learning and Adapting (CLA) framework modules to apply adaptive management and CLA principles to their interventions.Develop approaches that incentivize broad participation in the public webinars.Develop agendas and content development support for virtual, hybrid, or in-person events.Development of learning tools and resources. This could include the creation of case studies and other information reports, tools, and other resources for USAID staff to better understand the needs, strengths, and challenges of local, new and non-traditional partners.Other responsibilities, as assigned.Qualifications:Master's degree in organizational development, business administration, international development or related field.Seven years of experience building the capacity of organizations so that they can receive USAID or other US government funding.Experience with pre-award surveys, e.g., non-US Pre-award Surveys (NUPAS), organizational capacity assessments (OCAs) and other capacity assessment/organizational development tools.Familiarity with USAID's objectives, approaches, and operations, particularly as they relate to localization.Knowledge of and experience with 2 CFR 200, Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards.Knowledge of and experience with USAID Automated Directives System (ADS) 303, Grants and Cooperative Agreements to Non-Governmental Organizations.Strong organizational, communication, writing and analytical skills to effectively interact with USAID program and contracting officials.Attention to detail, high standards of excellence and commitment to perform and execute all project activities successfully.Professional proficiency in oral and written English.Proficiency in Microsoft Office.About Us
