Position Overview:

The Assistant Director for Managerial Accounting is responsible for overseeing all managerial accounting operations with the Department of Human Services. This role requires the ability to analyze and work with large amounts of complex data, high attention to detail, and multitasking capabilities. Excellent communication and interpersonal skills are essential, along with proficiency in MS Office applications, especially Excel and PowerPoint. Experience in Federal Grants Management and Funds Management is required.

Summary:

The DHS Assistant Director - Fiscal is responsible for directing the fiscal operations and activities of the Medicaid Program, governed by state and federal laws and agency/institution policy.

Key Responsibilities:

Assist in directing the activities of the Financial Activities Section through subordinate managers; establish short-term and long-term goals and objectives to improve efficiency and accountability.

Monitor activities to ensure that efforts are being made to attain established goals.

Direct subordinate personnel through lower-level managers and supervisors, managing staff including interviewing, hiring, training, and performance evaluations.

Analyze financial information concerning Medicaid program area historical trends, determine growth rates, and project financial impacts.

Develop projections for major program appropriations, balance budgets, and track adjustments and reallocations of resources.

Monitor and reconcile expenditures and funds based on funding requests and federal fund reports.

Participate in surveys, studies, and legislative hearings concerning agency financial requirements.

Research and develop financial reports and special projects for executive staff and auditors.

Perform other duties as assigned.

Knowledge, Skills, and Abilities:

Knowledge of accounting principles and financial reporting.

Knowledge of fiscal management principles and practices.

Ability to prepare and interpret financial reports and statements.

Ability to establish and maintain working relationships with others.

Minimum Qualifications:

The formal education equivalent of a bachelor's degree in accounting, finance, economics, or a related field; plus seven years of experience in accounting, budgeting, finance, or a related area, including four years of professional managerial experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. Other job-related education and/or experience may be substituted for all or part of these basic requirements, except for certification or licensure requirements, upon approval of the qualifications review committee.
