The Department of Human Services/Division of Medical Services (DHS/DMS) Assistant Director - Fiscal is responsible for directing the fiscal operations and activities of the Medicaid Program for the Division of Medical Services. This position is governed by state and federal laws and agency/institution policy.Functions

Assists in directing the activities of the DMS Financial Activities Section through subordinate managers; establishes short term and long term goals and objectives to improve efficiency and accountability; monitors activities to ensure that efforts are being made to attain established goals. Directs the activities of subordinate personnel through lower level managers and supervisors by determining overall division goals and objectives and by managing subordinate staff, including interviewing, hiring, providing training, assigning and reviewing work, evaluating the performance of immediate subordinates, and serving as performance evaluation reviewing official for lower level divisional employees. Analyzes financial information concerning Medicaid program area historical trends, determines growth rates, identifies possible program changes resulting from federal and/or state initiatives, and projects financial impacts or factors in financial impacts developed by provider reimbursement. Develops projections for major program appropriations which include services for approximately 60 state categories of service; balances budgets with funding, establishes income certifications, develops justifications for budget adjustments, and tracks adjustments and reallocation of resources. Monitors and reconciles expenditures and funds based on weekly funding requests and quarterly federal fund reports. Participates in surveys, studies, and legislative hearings concerning agency financial requirements, and conducts research and analysis to prepare proposed legislation. Researches and develops various financial reports and special projects for executive staff, legislative committees, Governor's office, federal and/or state representatives, and auditors. Performs other duties as assigned.Knowledge, Skills and Abilities

Knowledge of accounting principles and financial reporting. Knowledge of the principles and practices of fiscal management, including budget development, procurement, and asset management. Knowledge of the principles and practices of organizational management, human resource management, and public administration. Knowledge of state and federal laws and regulations affecting Medicaid. Ability to prepare and interpret financial reports and statements. Ability to perform complex and difficult analysis of a wide range of factors to determine budget requirements. Ability to establish program goals and objectives, monitor and evaluate effectiveness of programs, identify problems, and design corrective actions. Ability to organize and present clear and concise oral and written reports of findings and recommendations. Ability to plan and direct the work of others. Ability to establish and maintain working relationships with others.Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, finance, economics, or related field; plus seven years of experience in accounting, budgeting, finance, or a related area, including four years of professional managerial experience. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
