These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. The Division of Emergency Management (FDEM or Division) is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.The Division serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, the Division manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the state of Florida on whether to declare an emergency and seek federal relief funds. It is against this backdrop that FDEM strives to demonstrate its mission of, “Coordinate, collaborate and communicate with our community stakeholders for a resilient Florida” along with our vision of, “Leading the Profession in building prepared and resilient communities”.Position Overview and Responsibilities:

This position within the Office of General Counsel is responsible for providing support for various Division functions and operations, including reviewing, drafting, and revising Division policies, procedures, contracts, and procurement documents; assisting with Division rulemaking; and performing other tasks as assigned by and/or under the supervision of the General Counsel, Deputy General Counsel or other attorneys within the Office.Duties include, but are not limited to:Analyze, select, compile, and summarize information on statutes, legal decisions, opinions, rulings, memoranda, or other legal material for internal use.Prepare and review correspondence, summaries, reports, and memoranda for internal and external audiences;Assist attorneys in the preparation, review, and/or editing of different types of documents, including policies and procedures, executive and agency orders, written agreements, including grant and subgrant agreements, contractual service agreements, memoranda of understanding, memoranda of agreement, and other contracts;Assist Division personnel in monitoring ongoing audits, including maintaining deadlines for responses and other actions, as well as assisting in researching and preparing audit responses, as needed;Assist Division attorneys and other personnel in monitoring both internal and external deadlines to ensure timely submission and/or completion of renewal of executive or agency orders, administrative rulemaking filings, audit responses, contract reviews, and/or other matters requiring review and approval by the Office of General Counsel;Perform Notary services; andPerform other related duties and travel, as necessary, including at times with little or no advance notice, to assist with Division response and recovery efforts relating to emergency and disaster events within the State of Florida or elsewhere.Knowledge, Skills, and Abilities:
