DUTIES AND RESPONSIBILITIES

Oversee the accounting function of the organization and develop, implement and perform accounting procedures and reporting that conforms to Generally Accepted Accounting Principles and applicable funding agency requirements.

Responsible for development, implementation and audit of Accounting policies and procedures as relates to GL, AP, Payroll, Grants & Contracts, Balance Sheet, Fixed Asset, third-Party, and cash handling.

Supervise journal entry postings and manage the month-end/year-end accounting closing process; responsible for the accuracy of all general ledger account balances.

Oversee reconciliation of all accounts and bank statements on a monthly basis.

Oversee cash management, including developing policies and managing cash flow on a short- and long-term basis through regular projections reports.

Supervise the organization's accounts payable, Payroll, Grants & Contracts, fixed asset and proper handling of cash deposits.

Responsible and oversees the annual audit process, engaging stakeholder support as necessary to ensure appropriate audit results.

Lead staff on year-end tax reports (IRS 990 and California I99) and other regulatory filings (Annual FQHC reconciliations, Annual Medicare costs report, Indirect Costs Calculation and Indirect Costs Proposal).

Coordinate with program staff to ensure that all financial reporting and compliance requirements adopted by the Agency have been met.

Responsible for expense allocations and preparing cost accounting analysis.

Assist CFO with financial presentations for staff and Board of Directors.

Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.

Resolve staffing issues and facilitate conflict resolution for staff under direct supervision. Hire, discipline, evaluate and terminate staff in coordination with the Human Resources department.

Effectively lead and retain staff by fostering a team environment and providing opportunities for staff to develop new skills.

Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.

Safety: Take appropriate corrective actions to address matters pertaining to employee health and safety that have been brought to their attention.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university in Accounting, Finance, Business or a related field, and/or any combination of education, training and experience providing same.

Ten or more years of general accounting and financial management experience for an organization with an operating budget of at least $15M. Non-profit experience preferred.

Demonstrated ability to organize, direct, plan and coordinate operations and projects. Excellent ability to set priorities and manage against timelines, including multiple concurrent deliverables.

A demonstrated track record in managing multiple projects and responding to daily challenges. Ability to prioritize daily tasks while keeping larger projects moving forward.

Exceptional communications and interpersonal skills, including the ability to work with a highly engaged, diverse, and committed team. Excellent people-management skills and a proven ability to interact with staff, managers, contractors, and clients.

Knowledge of general accounting principles including reporting requirements and procedures related to federal, state and other related grants, cost accounting and OMB A122 (2CFR part 230) and A133.

Knowledge of federal, state and other related laws, rules, regulations, and policies pertaining to grant and contract administration.

Knowledge of specialized reporting requirements and procedures in the preparation of accounting records and financial statements.

Ability to interpret contracts, requirements, policies and procedures relating to grants, applicable laws, rules, and regulations.

Track record of managing and developing staff to achieve high standards of performance.

Keen analytic, organization and problem solving skills which allows for strategic data interpretation vs. simple reporting.

Be a dynamic and open-minded individual who is customer-focused and solutions-driven. Have excellent attention to detail, strong communication style and interpersonal skills, as well as a high level of integrity.

Exercise excellent judgment in decision-making and explaining his/her perspective to others.
