Main Purpose of Job

The Medicaid Behavioral Health Division is tasked with managing multiple priorities and initiatives at once, from managing and implementing policy initiatives and coverage for the public behavioral health system (PBHS) to launching, implementing, and overseeing the Behavioral Health Administrative Services Organization (BHASO) which implements coverage at the direction of Medicaid and the State. Expenditures for the PBHS are in excess of 2 billion annually and the management and oversight of the work requires individuals with strong attention to detail, ability to prioritize multiple projects with competing deadlines, facilitate data collection and analysis, and support leadership decisions in a complex healthcare environment.

This position is responsible for researching, analyzing and interpreting health care policies, and federal and state regulations for implementation. This position will complete comprehensive analysis and make recommendations for policy and develop service requirements and implementation of new and existing BH coverage for the Medicaid Behavioral Health Division. This position advises, develops, and implements Medicaid financing strategies to maximize federal collections for services under the Public Behavioral Health System. This position is also responsible for summarizing the results of healthcare research and utilizing data in determining the impact of BH service access, quality and cost of alternative approaches for developing and financing BH health services.

This position works with the Behavioral Health Administrative Service Organization (BHASO), with other Medicaid departments, and with the Behavioral Health Administration (BHA) analyzing and anticipating the impact of the Centers for Medicare and Medicaid Services (CMS) policy changes and directives on Medicaid Behavioral Health Division, the BHA and MCO policies and projects.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Candidates may substitute the possession of a Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for one year of the required experience.2. Candidates may substitute the possession of a Doctorate degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:Experience with health policy regulationsExperience with behavioral health servicesExperience with managing multiple projects with competing deadlinesExperience using data to identify trends and project utilization and costs of health services.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
