Role Description
This is a full-time on-site role for a Design Manager - Bond at Garland ISD. The Bond Manager is responsible for overseeing the planning, design, and execution of bond-funded construction and renovation projects within Garland ISD. This role ensures that all projects align with district standards. The Bond Manager will lead and coordinate project teams, manage schedules, and ensure that all design deliverables are completed on time and meet district specifications.
Required Qualifications
Bachelor’s degree from an accredited institution, preferably in architecture, engineering, or construction management
Valid Texas driver’s license with an acceptable driving record
Preferred Qualifications
Minimum of five (5) years of in-depth design management experience in architecture and construction
Experience in educational facility design
Experience as a project architect preferred
Special Knowledge & Skills
Must possess strong project management and organizational skills and be able to manage multiple projects and tasks simultaneously
Must demonstrate a strong focus on attention to detail
Excellent knowledge of all phases of construction project development from discovery through construction administration
Strong understanding of program and project management methodologies
Attention to detail, with a strong understanding of contract documents and technical aspects of project cycles
Ability to communicate articulately in written and verbal form
Proficient with computer software and tools used in the construction industry
Strong organizational, communication, and interpersonal skills
Knowledge of building codes, zoning ordinances, accessibility standards, health and safety standards and regulations, and maintenance practices
Knowledge of construction inspection permitting and certification processes
Adaptive to a changing work environment and able to continually improve operations
Possess a positive customer-sensitive attitude
Ability to organize, analyze, and present data
Ability to understand and review construction budgets and applications for payment
Knowledge of various construction procurement methods available to Texas public schools.
Ability to interpret architectural and engineering plans and specifications.
Major Responsibilities & Duties
Manage planning and design meetings and coordinate all reviews for due diligence.
Communicate information in various report formats to the Director and Administration.
Lead discovery, planning, and design meetings for assigned projects informing the Director of omissions or discrepancies from the program.
Manage/update Technical Design Guidelines and Educational Specifications in adherence to Texas Education Agency (TEA) standards for school facilities.
Provide administration with project Design Summary Narrative reports.
Assist in architect/consultant proposal solicitation and review.
Develop and maintain design schedules for assigned projects.
Assist the Director in preparation of the scope of work, design deliverables, and schedule milestones.
Manage design team deliverables ensuring adherence to project schedule, informing the Director of schedule impacts.
Understand and work with municipal jurisdictions for adherence to local codes and ordinances.
Collaborate to serve as the liaison between campus principals, architects, engineers, consultants, and departments to develop, review, and finalize project plans, drawings, schematics, and specifications.
Work with the GISD Administration, Architects, Engineers, and GISD Purchasing Department to develop RFP, CSP, and RFQ specifications.
